How was intended?
In EVE many things are wrong. But T2 Lottery is the TOP OF THE TOP of the things that are wrong!
So how was intended?
Thats a good question that not you either other player can answer.
The proper answer is a list of those that received T2 BPOS to see if the T2 Lottery is WORKING AS INTENDED.

Let me spell it out for you.....
That is a screenshot of just one BPO owners screen. I believe his point is that in some cases a number of rather "high demand" BPOs are in fact held by one person.
Can you say "Cartel"??

I don't care whether or not the lottery should have existed in the first place - that's for the devs to explain.
Originally I was trying to get hold of some datacores from an agent for testing purposes but he decided to bribe me with juicy prints instead ... Then I decided on trying to ascertain the drop rate for bpos and the chances of getting a particular bpo from a given area.

Test server shot ment to fan the flames. None of those BPOs have ever been put into production or even given lab time.

same here, you can't I think what the ops said is that he got the bpos in sisi through the lottery, and believes this happened cause of some trick that he found? i still to understand the point of the thread

There's also a tiny fraction of players bothering with the T2 lottery on SiSi when compaired to TQ. Not too hard for someone putting a bit of effort on SiSi to gain those kinds of BPOs untill a new mirror is put inplace.

Its a test server shot. None of the BPOs have ever been produced from as they are packaged.

Aside from the fact your SS is fake, owning the right couple BPOs will easily fund a person's ability to buy more and more and more.
Making more and more and more.
I know if I woke up with a HML II BPO tomorrow, I'd be buying other T2 bpos as fast as my income came in, thus making more money, buying more bpos. Sure, I wouldn't be buying HAC BPOs weekly, but in maybe a year, I'd have a production setup going that would end any need I'd ever have for ISK grinding.

No, I don't use photoshop, and yes, its a test server screenie... I gave up running r&d missions on there once my agent furnished me with a Hulk BPO.
I'll put some of them up on the market, if anyone wants to play with them.

What's so damn hard to understand, people ?
All RP progress is cleared once a new mirror is made on SiSi. This means whoever goes first to his former agents and talks to them gets one of the first chances at a T2 BPO, because almost nobody else bothered with it... and then keeps getting new offers every hour on the hour as long as he keeps accepting them... because he's probably the ONLY person on the entire server doing that.
