Just out of curiosity from someone who's very far from ever using a HAC, is it easier, harder, or comparable using a heavy assault cruiser instead of a BS for the tougher lvl 4 missions? Worthwhile for Pve at all?

BS for sure.
Domi is a great mission runner, or so I hear.
I do mine in a raven, but whatever ya know?
A HAC set up for a lvl 4 will invariably lack anysort of major firepower to make it cost / time effective. Not to mention all the training time to get one.

HACs have the required fire power to taken on lvl 4 missions. In particular the Ishtar can kill NPCs very fast. The problem is tanking the damage. When I first got my Ishtar I used it because I was happy to have one. I tanked some of the easier missions no problem, however, the harder ones were pretty impossible I ended up having to stick those drone range links in the highs and used a AB to stay out of NPCs damage range... not very efficient but doable is the answer.

When I first started doing L4 missions I used a Raven and did quite well with it. I have worked on my skill levels and fly a Cerbus, CNR, and a Drake as well as the Raven. I can do all L4 missions with anyone of them. The passive tanked Drake with 3 active hardeners is without doubt my work horse. I even run the 6th lvl of Angel Extrav with it. It is a little light in fire power and cannot take the 2.5mil BS in Vengence (I think).
The Cerb is awesome to do distance sniping and I have it rigged and pimped out with a 4.5 ROF that devestates any and all ships. A bit light in taking DPS but it is great for sniping the missions with a 165km range.
I use the CNR to do the missions quickly. The Raven when I want to get a little adrenelin flowing.
My advice is to train for all of these and match the ship to what kind of mission you want to do.

By spending some money on a ishtar you can easily run lvl 4.
1*deadspace armor rep
4* faction hardeners
and med with ab,webber and large cap battery+rechargers owns.

Unless your enemies deal almost exclusively Kin/Thermal damage, you're better off with a Dominix or a Myrmidon than with an Ishtar.

t2 fitted BS will/"should" outperform a t2 fitted HAC, especially for mission running. In the case of Gallente as you specified a Dominix has a much better output than the Ishtar in this respect.
The geddon used to have trouble tanking lvl 4's so more pilots used Apocs which has monster tanking ability but little to no ganking ability, now with the added hps to all ships the geddon is more popular since it can tank a bit more.
Some lvl 4's in a HAC will be easier for the speed factor, some will be harder or impossible without faction/officer gear.

T2 ships are no slackers on tank but id still say a Cerb lacks firepower vs say a raven when fighting BC and bigger.
