Is there a database of the webbing frigs in lvl 4 missions? The most pertinent advice is to kill all the webbers and scramblers first in case you have to bug out. How do I know which ones are these?

EVEInfo.com is pretty much the best to check
Example
The first one "Amarr Navy Detective" has 2 points of scramble strength and also webs you.

That is a good guide, however, my first 3 lvl 4's were not in it, or else the rats were different from the guide. Luckily they were not too hard, or I would have been stuffed lol. It would be good for an up to date database though

You do have the lvl4's page, the link opens up the lvl3's. (put shortcut with lvl4 page on desktop) ? Not that all missions are in there (yet). CCP makes some changes to missions and then they have to recheck them and stuff . Although for the new / changed missions a simple screenie would be a start, at least you'd know what you up against.

Also, webbing frigs aren't relevant for bugging out, just for running the actual mission.
You will actually go to warp faster if webbed.

Assuming they don't have you scrambled so you can't warp at all.
As a good rule of thumb, if it's a frigate in a level IV mission, assume it can at least web and probably scramble. I'm fairly certain that NPCs don't use any other class of ship to do it but don't quote me on that.

Webbing and scrambling frigates can be recognized by looking at the bounty that is around 25-30K ISK.
But also kinda chance based if they either web or scramble, some 30K rats can both scramble and web, but sometimes they don't web and scramble. EVEinfo.com is a good scource but a bit outdated.

With Eveinfo be sure to read the linked thread that talks about the mission. If the mission has changed (which it seems is almost always now) there will usually be comments saying so and what to expect now.

Take the shotgun approach - kill ALL frigs first
