I'm looking to raise my sec status back to somewhere between -.5 and 0. I'm torn between running highsec complexes (safety, possible good loot) or lowsec belt ratting (pirates, better sec gains possibly). I figure if I do the complexes, I'll probably use a Rupture, and if I go to lowsec I'll probably fit up a Thrasher for DPS and speed.
Question is, which would give better gains, and which would be more fun? |

Neither will get you there in any reasonable amount of time, I'm talking countless hours. I do low sec combat plexes and the sec gains are negligible, believe me.
The best way (and it will still take a couple hours) is grabbing a stealth bomber and heading out to 0.0. You need to get 4 or 5 systems in a "chain" and make a note of which belts have a BS spawn. Kill one BS rat in each system every 15 minutes for the maximum sec gain. |

Train the skill - Fast_Talk - at least to lv 4.
Security status increase is based on the single highest bounty NPC killed within a 15 minute time period within the current solar system.
That timer is reset to 0 with a session change such as jumping to another system. If you've been killing a ton of NPC Cruisers and don't receive any security status increase, then you need to move up to killing Battlecruisers.
There are NPC Battleships in low security so going to 0.0 isn't needed.

0.0 is risky for sec status gains if you don't belong to a corp/alliance as you won't know what's around the corner. If you have access to 0.0, find 4-5 systems in a row and kill 1 BS there then move on to the next system so you get the maximum gain.
If you have Fast Talk to Level 4-5 (which is mandatory if you do tend to loose sec status and want it back neutral a lot) then get an interceptor or something fast. Find a bunch of low security systems 0.1 - 0.4 and just fly around and kill only 1 rat (don't waste your time killing everything), then jump systems. Find a good route, then repeat the route, go back and fourth.
Don't try to kill any of the Battle cruisers that are worth 175,000 as it takes too long and by the time you do kill it you could have jumped two more systems and killed two 50k ships for gain. Unless of course you're in something that does more DPS than an interceptor.
If there's a lot of asteroid belts but you only see rats worth 15.000, etc. try the other belts to see if you can find something better, but don't spend too much time flying around in the system. Just kill something and move on to the next system.
Some of my statistics:
I was at -4.13, now I'm at -2.96 for probably 6 (maybe 8) hours of work. It's not as good as 0.0, but it works fairly well. |

Does killing someone who stole from you raise your sec or do the leave those "Free Stuff" cans outside stations just for kicks? |

No, killing someone who stole from you will not raise your security status.
The cans outside stations named 'Free Stuff' is actually bait that a griefer has placed there. After someone takes it, he can then attack them without having any Concord intervention (Killing him).
