          I want to aim to get a mining barge but I need Mining Barge Skill. It's not a skill in my skill tree how/when do I get to start to learn it.

          Mining Barge skill can be purchased on the market.
  In order to learn the skill, you will also need the following skills at the right level.
  Industry V Mining IV Science IV Astrogeology III

          Most (including the Mining Barge skill) are sold by NPC stations. Some are available only through loot drops or agent offers. You will find that these tend to have variable prices, while the ones supplied by NPC's tend to have stable prices.

          Some skills tend to be cheaper in the relavent factions space as well.
  EG Small Energy Turret is likely to be cheaper in amarr space than it is in minmatar/caldari/gallente space...
  :)
  If you see the ship you want to fly, right click it and go to info, on the skills required tab it will show you the ones you need. They all have to be green before you can fly that ship

          OK,
  In this game you must acquire all skills you need via the reading of a skill book.
  Most skills are available from NPC stations (as said above) on te local market. Some skills (not needed until your character is at least a few months old) are drops from COSMOS missions, other misssions, agent rewards etc and are available from other players via a Contract. 
  If you want a really useful tool for looking at and planning your skills (as well as finding out what skills are needed to use which ship or item) then go to the EveMon Website and download the EveMon tool. It is the best thing since sliced bread.

          Don't make the same mistake I made...
  Before buying a skill (especially an expensive one) check out what are the required skills. 
  I once bought a very expensive skill, only to find out that I couldn't train it because I didn't have the pre-required skills (which were high level, therefore I would have had to invest lots of time into the pre-reqs)

  EveMon can help stop you making that mistake again.
  And to the OP: Mining Barge does have some serious pre-reqs - I think it includes Mining V and Astrogeology III iirc.

          You buy skills from the "skills & accessories" tab in the market window. Make sure your market filter tab is set to "region." You can also just do a search in the search section. Search for "mining barge" and it will bring up the skill, and just click on it and it will tell you all the stations selling it in your region and how many jumps away they are. ----------------------------------------------------

  I'm a noob myself, but I'm kind of a lone wolf. I've learned all I can from those who have played for a long time, and my hat is off to them (my sincerest thanks and appreciation for those who take the time to volunteer and those who take a brief moment out of their EVE-lives to help, this game would be Fedo farts if it weren't for you).  I've found that if you really want to find out what you can and cannot do, looking at the skills required tab of the info page of ANYTHING will clue you in to what's needed. And if your skills don't coincide with what's displayed, then you can click on the little blue info dot to the right of the skill to find out what skills you need to train in THAT skill. After that, it's a piece of cake. (As far as I know, that is  )
  To me, right-clicking is a way of life...
