So I've found myself doing a fair amount of mining over my 3 month career in Eve. Looking at the map I see that the ORE systems are fairly busy, but considering the number of people in the systems they don't seem to be high-combat areas (only a couple pod-kills in the last 24 hours), so I'm wondering if those systems are someone's turf and that's why it's fairly peaceful, or if the corps tend to consider those areas "neutral ground" so to speak.
So has anyone been out there and lived to tell the tale?

I can't answer your question directly. However, one think to note about 0.0 space is that large areas can be controlled via two or three "choke point" systems. So while very little by way of combat may occur in the region overall, there might be rather large red blobs at those choke points instead of fighting throughout a region.

At the moment, I do not believe any alliance exclusively claims the region and actively guards the choke points. Popular choke points for local residents are D5I and 4C, partly because that is where the NPC stations are. There are also NPC stations in NM, but that is a dead end.
Usually what happens is that if you are spotted by one of the local alliances/corps coming up the pipe to D5I, which is through 3KNK, then they will report the siting to their alliance/corp members through a chat channel, and subsequently try to catch you jumping into D5I from 1L, in 1L, or jumping into 4C from F-X. That's if they really care. If they aren't that interested in locking down the area and controlling it for the exclusive use of their corp/alliance, then they probably won't care as long as you aren't a fleet of invaders or someone hostile to them.
Of course there are still the random PvPers who will attack anyone they see. So mostly its just dumb luck as to whether you end up in a situation where they can gank you. There are also a few dead-end clusters of Syndicate systems that are only accessible through OR, and those are usually pretty empty. With only a few corps/alliances carebearing in them.
Usually, if you make an effort to talk to locals they will talk to you and can confirm whether they are interested in attacking you. Most carebears would probably rather leave you alone, especially if you confirm that you will be doing the same.
As a footnote: A2V is usually heavily occupied and its unadviseable to ever go there.

Thanks for the information. I haven't been out in 0.0 yet, although I've spent plenty of time in low-sec. Since the ORE systems are rich in high-end mineral asteroids (at least according to Eveinfo they are) they seem prime for turf wars.
Maybe when I have several billion in the bank I'll fit out an Atron, name it Carebear Express, and run out there to get a BPO.

I can tell you straight up.... I recently joined an 0.0 corp for the first time GO GROON and I can tell you this...me and my alliance have been running ops EVERY night so far and NO neutral goes undisturbed. If you are not blue, you are dead...simple as that....great system and I've been having a ton of fun doing it.
