Anyone know where this skill comes from? Is there a certain kind of agent I can work for to get this skill book?

It's npc seeded. Costs like 10m. Check the hubs.

you can buy it from players that have had it from agents OR you can do missions with the RnD corps of that faction.

"Silence the Informant" missions drop these books from the guys house on the last step. The best place to get them however is the market, you may not have any in your region but there are lots of them around.

Yeah, that skillbook drops in the last stage of Silence the Informant lvl 3. Think I have a Graviton skillbook, but not sure, have to look in my stash.

Its not NPC seeded, sold by players who got one from a mission drop or agent. Fastest way to get one is to go to Jita and shell out the ISK. Graviton Physics is rather expensive as R&D skillbooks go though, I think this is due to its use in cloak techs, and since the T1 cloak BPO was market seeded a few months ago, that combined with invention has driven up the price on these books.

What drove the price up was Interdictors. The skill is needed to fit Interdiction Sphere Launchers.

The persons above me are correct; it is NOT in fact NPC seeded though.
I had lots of luck doing missions with Aliastra[A] and getting them as a reward. I presume you can also get them by doing missions for other NPC corps, but I can't say for certain.
And the interdictors did jack the price up a bit, but the Proto Cloak BPO and cloak invention is keeping it way up.
