...EVE could hold more than 20,558 players... 
Am I wrong or is something a tiny bit wrong?

OK, but is that across all servers? Because I was placed at number 2 in the queue for Tranquility (no real problem, I just wanted to set a skill away and log out) and it was showing the number of players I just pointed out.

It's eVe-online and it's normal. If it's abnormal, it's not eVe-online.

A queue doesn't mean that the cluster is full, just that they're throttling logins.
Even if the queue has 20 people in it, it usually takes the same time as if it was 2, so no biggie.
