So, I can get Oxygen Isotopes from Ice Mining. Are there any other strategies (other than buying from the market, clearly) of gaining the other components of POS fuel, any agents giving items as rewards, mission drops, etc ? - I need to minimise costs for a while :)

I think convoys can drop the other parts but im not sure on that, the beest thing is to just buy them.

Isotopes, Strontium,Liquid Ozone, and Heavy Water are all Ice Products.
Coolant, Oxygen, Robotics, Mechanical Parts, adn Enriched Uranium is sometimes found as loot drops in destroyed structures, but not in sufficient quantities or regularity to be a dependable fuel source.
Starbase Charters I get as loyalty point agent offers very often (I have a 5-month stockpile of Caldari charters that I've gotten this way) I've also gotten the other non-ice fuels as loyalty point offers, but not as frequently as Charters, not enough to make it viable as a full-time fuel source.
Of course if you're doing enough missions to get the points and offers, you're probably making enough money to buy them anyways.
The biggest costs of POS fuel come from isotopes and ozone - last month they accounted for 32 mil with of our 47 mil fuel bill. If you're mining ice, remember you also get strontium, which you can sell to subsidize the costs of the non-ice fuels, since once you have a sufficient stockpile you don't need to keep replenishing it as with other fuels.
Of course, in our case considering our skill sets, it was more economical to rat and run missions to make the isk to buy fuel rather than to mine our own. Which is kind of ironic considering our corp name...

As someone mentioned, you can get quite a bit from ice, and mine your own. A mackinaw will pay it sellf off in less than a month.
Coolant and Oxygen you can get from NPC convoys. In the right places, three or four hours of attacking the right convoys can get you enough of those two things for a large POS for a month. Take all the other stuff that is dropped and sell it and use that ISK to buy the robotics, Mech parts and Uranium. Those last three I have not seen drop from convoys in a rather long time. I have seen robotics drop but that was eight months ago and have not seen it since.
