Two questions can I use one to drag my secure bin around when mining and on on the osprey it has 3 turret slots can I have 3 lasers and equip a tractor beam.

No you can't use it to move an anchored secure container around.
No you don't need a turret hardpoint to mount it. So half your plan will work.

You can anchor, mine, unanchor, drag it, anchor it again, mine...
This way, it should be secure... -- Pocket drone carriers (tm) enthousiast ! Flying Vexor and Ishkur, Myrmidon was too slow, got ganked by 3 BC and a Megathron...

no you can't... pull secure containers...
what you can do however ( saw a guy in a moa doing this once) mine - drag jetcan - put it in secure container. So its partially secure if your can is not in range of any roids...

You can drag around a jetcan.
You can drag around an unanchored secure can, but then it's not really secure, even if passworded -- anyone with an industrial can come up to you and scoop it up, take it back to the station, and repackage it... giving them a password-less packaged container as well as all its contents. In this respect, you're better off hauling around a jetcan, as it's too big to scoop up. They'll have to steal from it and flag themselves to your corp.

As long as the can is not anchored it can be dragged around wiht you.. this includes your jetcan and is highly useful for going after another rock thats just outside miner range.. tractor your can and fly to the next rock with it.
On an Osprey yes you have 4 high slots.. so you CAN have 3 miners and a tractorbeam. I find it helpful if someone is ratting for you.. tractor all their wrecks to your osprey while you are mining and loot as necessary.. then when you return in your hauler for the can.. salvage the wrecks using the hauler with a slavager on it.

I've tried it and I'm pretty sure you can't pull a secure can even if it's not anchored.
If anyone has detailed instructions, then I'd be happy to try it, but I unanchored the can, waited the 60s or whatever time it said and tried to drag it. I could target the can, but when I tried to drag it, I got an error message saying secure cans can't be tractored.
Like I said - I'm happy to be proven wrong, just tell me how it's done.

Since you lose target lock when engaging in warp, no.
As for a tractor beam on an Osprey... I'd rather fit 2 mining alser upgrades and position myself so that I don't have to move around.

Hello,
Another question regarding tractor beans. Can I use my salvagers on one wreck and, at the same time, target another wreck with a tractor bean to get it closer to me?

Yup.
You can even salvage a wreck you are tractoring. While looting, I usually end up tractoring and salvaging 4 wrecks while flying to within range of a 5th.

I did try but somehow when i target several wrecks, my salvagers only "hit" the first one targeted. Can't seem to find a way to split their fire.
Would you mind telling me how you do?

The same way you split weapons fire. Click target #1 and click weapon/salvager/nos/whatever #1, click target #2 and click whatever mod #2, and so on.

The best way to salvage a mission is with a destroyer.. preferably the Gallente offering for its speed. Grab 3 tractor beams and 5 salvagers and off you go. Run this little baby through your mission darkspace when you've finished killings the rats and you can salvage at warp speed. I personally fit a 1MN T2 afterburner and some Nanofiber Hull components to increase my speed a bit to get between those distant recks.
