I've spent a while training up skills to fly a raven well (like any other noob Caldari Ashura), and I just can't seem to tank well. I want to move to level 4 missions, but I know the tank won't hold out well. I'm currently fitting:
High: 6x Cruise Launcher II 2x Tractor Beams (I'm doing level 3s)
Mid: 1x XL Shield Booster II 1x Shield Boost Amplifier I 2x Invul II 1x Sensor Booster
Low: 3x BCU II 2x PDU II
My relevant skills are as follows:
Electronics 5
EM Shield Compensation 4 Energy Grid Upgrades 4 Energy Management 4 Energy Systems Operation 4 Engineering 4 Explosive Shield Compensation 3 Kinetic Shield Compensation 3 Shield Compensation 4 Shield Management 4 Shield Operation 5 Shield Upgrades 1 Tactical Shield Manipulation 4 Thermic Shield Compensation 3
Advanced Weapon Upgrades 4 Weapon Upgrades 5
Cruise Missile Specialization 4 Cruise Missiles 5 Guided Missile Precision 4 Missile Bombardment 4 Missile Launcher Operation 5 Missile Projection 4 Rapid Launch 5 Target Navigation Prediction 4 Warhead Upgrades 4
So as you can see, I really want to keep all those cruise II's on. I have one empty mid slot because of lack of cpu... So I know that is one spot for improvement. The budget to improve this character is 100 mil -- that's all I've got disposable right now. What do I do to stop sucking?

Your setup seems fine apart from:
The sensor booster is reasonably useless, swap it for another hardener or come Cap Booster 800's and a HEavy Electrochemical booster.
And you should change your hardeners depending on the NPC's you are fighting, if they are all doing Em+Therm you might be better off with 1 Therm, 1 EM for example.
You might also want to consider dropping the 3rd BCU for a another PDU.
Rigs would be a wise investment, some cap rigs or hardener rigs would be quite appropriate.
Dont forget the drones!!

It's just a case of refining your setup.
high: 6 launchers (i use siege II myself), 2 whatevers (If you're using cruise you'll probably squeeze a heavy nos or a large smartie on.) meds: XL-C5L shield booster, 2 shield boost amps, 3 race specific hardeners lows: 3/4 pdu II's, 1/2 BCU II's.
Rigs: 3x CCC rigs.

Like others said, ditch the sensor booster and go with specific hardeners. Drop the tractor beams for two Heavy Nos (best you can afford\fit). Keep a battleship or two alive to feed your Nos while you're running the missions.

Yup, the only time you can get away with all-round hardners for pve tends to be 0.0 ratting, since they made bs ****e out there :)

Alright, first of your skills are nice. so not that much problem with that.
This setup i have posted countless times (easy to search for old threads) It can btw tank all mission i have come over. that include the evil DeD(concord) BLOCKADE, witch is a hard nut.
6x cruise missiles (Arbies ofc) 2xMedium laser beams, frig size(because lasers on a raven is cool!!!)
1x Xlarge SB II 4x T2 hards, 2 of ea<ch dmg type you are facing. 1x SB AMP II
4x PDS II 1x BCU II or a DCS II if i wanna tank some more(and if its not vengeance, hate the officers tank :P)
2x CCC rigs, 1x Explosion velocity rig.
5x Hammerhead II, 5x warrior II
No mission i have come over have been a problem, just last aprt of mordusheadunters can be hard, and DeD missions ofc.

I'm definitely going to drop that sensor booster and get some rat-specific hardeners. My drone skills are what I'm working on right now (finishing drones 5 tonight). Besides that, would it seem worth it to train shield management 5 next so that I can use T2 Boost Amplifiers? Or are T1 good enough for now? Also as far as purchases go, should I set CCCs top priority right after rat-specific hardeners?

dont need xl booster to do missions :P
i have a pith large and a DG boostamp... and 4 t2 hardeners
2x pdu, 3x bcu
arba siege, heavy nos, large sb.
i can do all missions.... havent try the angle 6th stage.. i think its the only thing it cant tank.

True, you don't need an XL shield booster to run missions especially level 3, even most level 4's. But if you find your run out of cap long before your run out of shield, then you should fit a large booster. Then vice versa for the XL. C5-L emergency is fine.
Fit mission specific shield hardners. At least three. Your last slot consider from the following options: cap booster, cap recharger, target painter, AB, additional shield hardner. ------------------------------------------------

If you want those T2 launchers with T2 tank be prepared to use something like a Co-Processor... Most people get a faction tank to be able to use T2 launchers with the ability to tank insane damage. I'd recommend Arbalest launchers, Co-processor and/or CL-5 shield booster (or faction) if you need better cpu.
3 specific hardeners is required and most times 4 is cool. If you have to tank then you don't need the sensor booster - fit something else...

Well atm in my raven i get 11k Hp from skills and 80ish resists (90 on exp and kinetic/thermal if i go hardcore) and tbh, with 5x PDS II, i hardly need to run my booster anymore. i just passive tank me through it all adn runs the booster "sometimes" when i feel i am in a dangerzone if i suddenly CTD and cant get out in time. (30% that would be)
but for the hard lvl 4s, i reccoemd you get a X-large, Large boosters are just for making those infinite-running shield tanks, that i (PERSONALLY) dont like. desnt got that sudden boost i love about the X-large ones ;).
