I am going to be going into 0.0 soon and was thinking bout what ships to rat in.
I figured that I would be able to train up a cruiser to do decent damage faster than I could traing up a AF to do decent damage (small energy turret 4, frig 4, mech 5, eng 5 are my current skills in those areas).
Please correct me on this assumption if I am wrong (just incase you hadn't geussed I fly amarr).
I also have drones 5 so this lead me towards the arbitrator.
Now I thought that with its reasonable number of meds and lows I would be able to passive tank it although am not sure.
The setup I was thinking of would be
Highs, Salvaging stuff/small turrets
Meds, AB/LSE 3x LSE
Lows, SPR's
Now i would have thought this would be able to tank a reasonable amount of damage and use drones as damage (maybe with some small turrets in high slots) but will it be able to deal/tamk enough damage?

You may have trouble killing big rats, using a Battlecruiser will make the job much easier, a Harbinger properly setup, is a great investment for ratting.

If you really want to shield tank go for it, but if you are an Amarr pilot, you should really train up for armor tanking. Just so that other ships are also useful.

I don't want a BC though. Biggest ship I want to be flying atm is cruiser.

I know armour tanking skills will be more useful to me in general for amarr, I can't really get a huge amount better at armour tanking using small stuff atm (well if i can I'm missing something which I probably am).
I just wanted to try something a bit different and have never done passive sheild tanking before. I also think I may be able to tank more dps with it although I could really do with a passive guru helping me out on this one.
In general though do you guys think this will be enough of a tank/enough damage?

If you're in Archangel territory, that looks good. I can't comment elsewhere. If I remember correctly, a corpmate used 3LSE (regolith) and an explosive hardener with pdu's on the lows and it worked like a dream. Would it work for blood raiders/sansha or would I be better off putting on some hardeners instead.
Also could a passive guru possibly calculate or direct me towards a formula to see how much damage I can tank (assuming minimun skills for a T1 fit)

you just cant do that against those rats, they do EM damage.
if you fill your Lows with SPR's you wont be able to use your AB/MWD
to work out your ~peak regain of shields: divide your shield HP by recharge time and then multiply by 2.3
This will give you a figure close to your peak shield HP regain /sec ---------------------- Rank: Tech 1 and a 1/2 cannon fodder

Blood/Sansha, you really don't want to shield tank, you'll be taking 100% of their damage with that setup since they deal EM and you have no hardeners, thus your best bet is to armor tank. Cruiser ratting in 0.0 means you want to build a setup from the bottom up, meaning tank first, especially on drone ships like the vexor and arbitrator since they don't need guns that take up PG. Here is an effective setup for 0.0 blood/sansha ratting:
nos/whatever guns or launchers fit
10mn AB II web 2x cap recharger (or swap one for a turret disruptor, I think they work on rats)
MAR II 800mm rolled tungsten plate EM hardener II thermal II (or n-types)
2x ogre (II if at all possible) 2x hammerhead II 1x hobgoblin II
Basic idea is to take out the frigs with the hammerheads/hobgobs and let the ogres work on the BS, then once the frigs are dead you put all your drones on the BS's to kill them. ------------------------

I don't know what type of rats you are going agaist, but this tactic should work agaist most types. Your mistakes as I see are as follows - your shields are unhardened, and your shields have no active booster... A booster uses cap, but also is cool. However, you are also missing a VITAL bonus the arbitrator gets - tracking disruptor effectiveness. In 0.0, most of the rats are shooting off turrets like hell... All the ones I've met at least. I would go as follows -
Highs 2x med nos tractor beam salvager
Mids 10mn afterburner (2 or 3)x tractor disruptor anything
Lows MAR2 800 plate 2x rat-specific hardeners
Drone Bay 5x medium rat-specific drones Anything (I would always manage to get one of my drones messed up, so either spares or remote rep drones... or 2 spares and 1 rep drone... )
The passive regen of the cap added to the pair of med nos will keep the repper going... if you even need to bother. With a slightly differnt setup (worse resists) I could easily take out a single BS spawn, and sometimes a dual BS spawn. The salvager will sometimes more than double the cash you make.
Tactics - set orbit too someplace between 5km and 9km, orbit the BS, keep the afterburner going, and hit him with a tracking disruptor. if there is a second BS, hit him with 2 (or just the other TD you have) and hit him first. Your repper and resists should keep up with the damage you arnt taking - the TDs will kill tracking and optimal range. You should have no trouble from the BS you are orbiting, and only if he is shooting missiles. Good Luck!
