I've been thinking about going into 0.0 for ratting, and seeing if this was possible in a Harbinger. I have a (i think) decent setup that might do it.
7x Heavy Pulses
10mn AB 2x cap rechargers possible webber
MAR 2x EANM DC 800mm plate CPR
can hold cap for a LONG time, along with 8k points of armor. Looking for setups and criticism to include relatively cheap stuff

swap the heavy pulse for heavy modulated pulse energy beams (fit easier and have the same stats as the T2 heavy pulse without the skill boost of T2 guns)
i usually have 1ab (best named for fitting ease) 1 tracking enhancer, a web i go for x5 as it's a nice fit and second best named reduction, and you should have a cap booster in the last as you'll probably be jumped by a player at some point with nos
swap the cpr and the 800mm plate for T2 heat sinks and either have an accomodation vestment armour rep or a T2 rep and T2 EANM's
it's a tight fit mind so you'll need good fitting skills cpu should be your only worry so maybe a 3% reduction in turrets cpu need implant would be good

Right from the drone region, a kinda low sp not really ubber but really cheap shopping list I got 99 problem cap isn't one of them setup : Heavy Pulse I * 7, Salvager 10MN Burner, 1 Medium Peroxide Cap Battery, 2 Cap Recharger I CPR, 1 Medium Armor Repairer II, 1 400mm Plate, 3 npc specific N-Type Hardener (If that sounds weird to you, remember the low sp on top of the post, that means low if any compensation skill, and drone are all arround damage, but swapping those hardener for eanm + 800mm plate is an idea if you live with npc that deals less than 4 type of damage).
This setup will run on cap effectively, and is cheap (1 tech II item), if you want to go ratting 101 in 0.0, this setup will give you lot of fun.
Drawback setup is perhaps a bit axed on the drone region where after painfully attacking them with kingsize tank and having difficulty I discovered that the sheer firepower of the heavy pulse combine to the bonuses of the harbinger make nuking your opponent a verry a productive... and verry sexy option. ----

Hi: 7xHP II, named med nosf Med: 10mn AB II, web, 2xCR II Low: MAR II, DCU II, 2xEANM II, 2xHS II
AWU5 though, drop the nos if you're lacking PG. I'm also ratting Blood Raiders, hence EANM instead of hardeners. Could also swap web for another CR, that's just my personal preferrence. 3x1.85kk spawns are quite doable, although can cause some trouble if you land far from them :)

Have just 4m sp and can manage most spawns. Plenty of cap - could probably get away with another HS II.

i jumped a harbinger like this in my ishkur, I won once i got someone in to kill his tank.
you need to fit the best web possible to hit the small targets.

Works fine at least against drones.
My first fitting:
Hi: 7x HP II,Tractor Mid: AB, Web,2xCap recharger Low: 2x HS II, MARII, 3xEAN II 5x Hammerheads (use T1 since I loose drones to often lol)
However drones pop real fast so I decided to downgrade my highs and now use:
6xHP II, Salvager, Tractor
Still kill spawns quick enough and I can salvage a wreck while waiting to kill next target.
Most annoying to use a BC for ratting is the limited cargo.

Works against Guristas - slowly, but better than most other options. I tend to go for a more gank-oriented fitting, because it kills stuff faster and makes NPCing actually interesting (as there's a small chance of dying horribly)

Ok, so from the suggestions so far, I have

I'll probably throw in some named stuff here and there, depending on whats cheap and what I have laying around.

Here's the setup I use. I am able to kill triple BS spawns in Stain with next to no issues.
7x Heavy Pulse II 1x Prototype Cloak
1x 10MN AB 1x Stasis Web 2x Cap Rechargers
1x MARII 2x Active Hardeners 3x Heat Sink II
Cap is no problem and it tears through the Sansha BSes like they were made of paper.

The Harbinger is very capable of ratting in 0.0, I was tanking 2x BS spawns in stain no problem, untill I got jumped by a vaga and a hugin. Took them a pretty long time to kill me, I passed a second incoming vaga on the way when I was leaving in my egg. Luckily I collected enough bounty to pay off my modules and insurance paid off my ship.
I run 6x heavy pulses and 2x med nos. mids are AB, webber, 2x cap rechargers. If I'm planning on more pvp I replace the rechargers with a cap injector and a scrammer. Lows are MAR II, kin, exp, and therm hardeners, heat sink II, and an RCU since I didn't have eng V at the time.

But yes I rat daily and make some 20-50mil/day in a couple of hours purely from bounties, add loot, in this wonderful ships. I got battleship 5 but ain't missing my old geddon and apocs at all.
Here's how mine's fitted; 7x Focused Afocal medium lasers with Multifrequency M 1x Medium Nosferatu, named
10mn AB II Omnidirectional Tracking Link Cap Recharger I Stasis Webifier, named
Medium Armor Rep, named Emergency Damage Control I 2x Energized Adaptive Nano Membranes, named 2x N-type active hardeners (as it's serpentis; kinetic/thermal)
5x t2 medium drones.
I never ever run out of cap from ratting, in the Shadow Serpentis spawn I had to run the repper + afterburner on to chase them down, then web the SS, then AB up again to chase down another bs, web, etc. When I go close to out of cap I just turn off the repper for a while and start it again later. That tho, is a rare case, and generally only when I have to chase down sniping bs' with the afterburning up and running simultenously.
Cruicial for this setup? Energy System Operations 3. I had lv2 when I started in this ship, with t1 drones back then (t2 drones now), and then I used a Cap Injector instead of the Cap Recharger to take those fleeing long range snipers. Trained to lv3 and swapped to recharger and now it pwnz. Getting t2 drones helped alot as well as keep leveling that energy systems skill. For those with lesser skills I recommend going with a Cap Injector until you feel confident your skills is enough for any kind of spawn you might be facing.

I prefer this ship over a geddon or apoc for 0.0 ratting. Here's my set up...

Mids 1 x 10 MN afterburner II 1 x X5 web 2 x Named cap rechargers
Lows 1 x Energized adaptive nano membrane 2 x Active hardners (rat specific) 1 x Named medium armor repper 2 x Heatsinks
5 x Rat specific medium drones
I have a cap rig fitted otherwise I would drop a heatsink and replace it with a CPR. |

Read: I attacked a npc fitted ship with my pvp ship and i was able to hold him in place long enough for my friends to gank him.
He was dumb getting caught by gankers while npcing in the first place - don't try to pvp with pve setup. And don't try to make hybrid pve/pvp setup.
Web is not really needed for npcing. And web wouldn't have saved him, heavy pulse can't track an AB-ing or MWD-ing frigate at 11km orbit.

Used totally wrong kind of lasers on it, for some reason I carried old mission-running lasers from my old Prophecy with me when I moved it out to 0.0. Swapped it out for Heavy Pulse Lasers as range is no issue with the AB.
Edited my original post, should answer your question.. the laser damage is horrible, but I've tried swapping in some heat sinks and the only effect it has is I have to warp out against the long range/far away orbiting battleships. I did post I fight Serpentis' where I live so it reflects that. Took out a Geddon with passive tank and a couple of Heat Sink II's and compared it with that fitted Harbinger and the Harbinger killed stuff faster. With this fitting you can run the AB and MAR at the same time while chasing down snipers.
There's also one very very very annoying spawn of 3+3 cruiers that is using dampeners. Generally against those I need both hardeners and the MARII running constantly, and I need to get down below some 8km before I even can target them. I wouldn't try go up against that with a couple of heatsinks rather than this tank fitted.

I use a harb as my ratting ship instead of the absolution as it does as good a damage and attracts far less pirate attention :)
Only 1 person mentioned using beams. I fit them so I can, if necessary, snipe from 50Km off with aurora plus multifreq hit from 20Km no probs - damage is still very good.
Generally I find the range bonus more of a boon than slightly better damage and tracking with pulses.
Tank suffers but never really been an issue for me so long as I take a little care and effort to avoid NPC fire.

I would definitely fit beams if you are ratting bloods because some of the triple BS spawns will NOS you down at 24k, so you have to be able to outrange that.

Highs: 5x Heavy Modulated Pulse Energy Beam I's (X-ray crystals) Tractor Beam 2x Salvagers (Helps salvaging BS's quicker)
Mids: 10 MN Afterburner II X5 Webber 2x Named Cap Rechargers
Lows: MAR II N-type EM Hardner N-type Thermal Hardner Named CPR 2x Extruded Heatsink (don't have skills for T2 yet)
5x Hammerhead I Drones
Works well against double or triple spawns.

OK for what it's worth, this is the fit I use for ratting in 0.0: 6 x heavy tech 2 beams 1 (gleams), 1 scavenger, 1 tractor beam (small) 1 web (nothing special), 1 targeting comp tech 2, 2 cap rechargers 2 x tech 2 passive nano hardeners, 2 x med tech 2 armor reps, 2 cap rechargers 5 small standard drones. Easily handles 2 BS spawns, can tank 2 BS plus 4 cruisers. Takes a while to kill everything, but I use the time to collect loot and scavenge rig parts Van |

can you take on guristas double bs spawns in a tech 1 version of the harbiner setups posted?
i was thinking about using the following:

With the setup I posted on page 1 I used to take triple gurista BS spawns no problem. In the end however I just retrained gallente BCs as lasers on guristas were just too slow.

slower then a drake with 7 heavy missile launchers? :p I doubt anything kills slower then a drake fighting against a bs that launches 3 defender missiles per salvo :P

i'm using
7x HP II (with multis)1x Salvager 1x Y-8 MWD 2x Cap Recharger II 1x X-5 Webby 1x MAR II 1x Racial Hardener 1x Racial Hardener 2x Heat Sink II 1x CPR
Rigs: 3x CCC Rig
i can tank every spawn in it and i'm realy fast in range to kill a with the low range Pulse fitting! i don't run the MWD all the time!
i can run the hardener + mar II + web + all weapons @ same time without running out of cap... with mwd you are able to get your cap up to 1 minute => that is enough... you don't need so much time to get close enough!
dunno how that fitting will work on other races than Sansha :)

I've been ratting in deep 0.0 for 2 weeks with this set up. Key here is it has no consumables as I don't have docking rights.
High 6x Heavy modulated energy beam 1 1x Medium beam laser II 1x Improved cloaking device II
Mids 2x Cap recharger II's 1x Shadow serp tracking computer 1x 10MN Afterburner II
Lows 1x MAR II 1x Heat Sink II 2x Faction hardners 2x Regular T2 hardners.
Rigs 2x CCC 1x Aux Nano pump
5x Medium T2 drones.
I like the beams as I can hit 53 Km optimal if I need to. Never had a problem popping anything, tank holds well. Faction items are there for fitting reasons, if you have better skills, or don't care about T2 hardners, you can prob get away without them.

I normally never fit plating, but I had the idea to use this for PvP as well as PvE out in 0.0. It has worked well so far for me.

Well ratting sansha whilst having the ability to PvP unless outgunned or outskilled I go with:-
6 x Heavy Pulse II 1 x Salvager 1 x Improved Cloak II
1 x 10MN MWD 1 x Web 1 x Warp Disruptor 1 x Cap Recharger
1 x MAR II 2 x EANM II 2 x HS II 1 x CPR
5 x Hammerhead IIs
Use Radio, Scorch, X-ray and Multi.
Warp in, MWD into close orbit on one fo the BSs, then turn it off. On approach use Scorch, or Radio if you wanna pop frigs etc, then once under 15km switch to X-ray, and under 10km web the BS so it don't run away.
If you get jumped then you against some you can hold them and pop them, against good players they'll prob get you regardless of the setup.
I have a hauler alt knocking about to help salvage and loot. Building up a supply of 800s from rats I pop too, so eventually will switch to Med Injector and drop the cap recharge and CPR, and fit another HS II or maybe a DC, or i'll build some CCC rigs from my salvage and fit HS II and tracking comp.
Cloak just makes it safer when travelling and suppose with alt around I could fit another Heavy Pulse II if the fitting works.

I still need to get my fitting skills up so I can drop the PDS and get Hull Uppie V for t2 resists, with PDS dropped and third CCC in place will be able to perma ENTIRE set-up including the pulses with multifreq.
Will probably fit third hardener with PDS dropped.

Its cheap & can tank any spawn, just switch out the hardeners to match the rat types.
Just keep your transversal up, and gank gank gank.... if its dead before your into amour you dont need a great tank + it earns more isk per hour...
Gank ratting 4tw, remember these arnt missions, you dont need a good tank by any means.

Hm yeah, true, but I still like doing missions with mine :) It can probably tank over 150-some DPS, maybe 200 if rat-specific, and still output 210 DPS (and I don't have drone skills yet).

Heres what im using for Lvl 3 Missions with good success.
Low: 800mm RT Plate 2x Energized M Damage specific 2x N-Type Active Hardeners damage specific Medium Armor Repairer t2
Mid: 2x Cap recharger t2 Tracking Computer t1 with a Tracking Speed script 10mm AB t1
High: 5x Heavy Anode Particle Stream t1 (Crystals - Radio for long range 52km sniping, Xray for medium range and Multi for short range - I change the crystals according to how far my enemy is.) 2x Medium Pulse Laser t2(Crystals Radio) The reason i use 2 small t2 lasers is to take out frigs and small **** that my medium guns cant hit. I plan to change these for something else once my drone skills are good enough to replace the small guns.
No Rigs yet.
This set up works really good and its fairly cheap. Cost me less then 50 million isk to fit.
Im also a 6m sp character.

I used this exact setup for a while. It totally owns any spawn in 0.0. However, I lost mine to a pair of HAC's. I never had a problem with anyone 1vs1, but for duo or more when you run out of cap charges you're done if you can't kill them or get away.

uh that'll cap out by just running the invu, it's also vastly overtanked for ratting, damage sucks and you need a cpu implant to make everything fit.
If you want a passive ratting fit mebbe try this
7x heavy beam laser 2
2x lse 2 1x invu 2 1x rat specific basic shield res amp
2x hs 2 2x spr 2 2x pdu 2
3x purger 1
5x hammerhead 2
tanks enough damage, deals over 450 dps with an standard with 30km optimal while being capstable and doesn't need implants to fit.

I use: High: 7X Quad light beam lasers II with Gamma ( couldn't find multi's where i rat.) 1X Cloak Mid: 1X 10 MN MWD I 3X Cap recharger II Low: 1X Rolled Tungsten Plates II 4X Racial Specific Hardeners II (ex: 2 Kinetic, and 2 thermal) 1X MAR II Rigs: 2x Capaciter recharge rate increasers Drones: 5X Gallente medium II This setup means i never go out of the belts, im totally self sufficient. Can run the MAR indefinately, and use the MWD for bursts.

This was my harby setup for Serpentis rats in Fountain. I bought the boat with the trimarks installed already so just went with them. Great for overall hp's but made a slow ship even slower!
Great damage output. Cap is fine...lasts over 6 mins with all running which is more than enough time for killing a couple of 1.8 mil ISK BS rats and their support.

This is what i used to rat sanshas with: 4xHeavy Pulses II 3x Focused Med Pulses II 1x Nos 1x MWD 3x Cap rechargers
1x MAR II 1x DC 2x Rat spec actives 2x HS II
MWD get up close and personal and let those lasers melt rats.
You might only have some problems with 3xBSs 3xBCs spawns the rest are easy
