I think, that crew members could be a npc pod pilots ( new ship type, npc pod in overwiev), as one pod pilot could do a work for 10 people behind pulpits.
You could hire them in a station service, from 3 to 5 simultanously in a station "service room" in some jolly place, like a "tavern" . They will have some story behind them, random nicknames, random statistics, and you could hire them for like 1.000 to 10.000.000 isk, one zero for one point of skill in their statistic bar (from 1 to 5). They will reset in a time of 15 minutes. It will be possible to hire them for loyalty points in lp store (Caldari navy officer Adam Pumpkin) or to find them like agents in space, but only when they are spawned like a dread guristas, some text message with story behind it.
They will be listed in assets, in the ship window, and you can put them inside the ship, like a drones, and you will get the new window for them, a pod window, where your pod will be and the others. You wil just drag and drop them to your ship, or use a normal action, like for drones.
For the ships you could make the allowed amounts of podders like this: -frigates, mining barges and destroyers: only your pod -cruisers and battlecruisers: 2 pod npc pilots -battleships: 4 pod npc pilots -capitals: 8 podders -titans: 16 pod npc pilots
As for overviev, you could make a new filter, a npc pod, visible or not.
They will have bonus from 1% to 5% to shield hitpoints, turret damage, missile range, armor hitpoints, fleet mining amount, velocity and others. But only one bonus for one pod pilot, and you can't stack them (because they will do whatewer it takes to make your ship do what they want, and will be interfering with one another if you stack them, and in result bonus will disapear).
When you lose your ship, they will lose contract with you, warp out and dissapear in the space, but they will send you an e-mail, and wish you "good luck".
When you lose the pos, the podders that wil be there will lose contract with you, warp out and dissapear. You could hire them another time in other tavern, where they will spawn randomly, from time to time, like others. Of course they can be destroyed too by your opponent, and lose contract with you. Npc ships will not kill npc podders. Atacking npc pod in high sec will result in concord reaction.
As for enemy ships, these pods will warp out and dissapear in one minute, only the mission objective pods will stay for longer, like a 5 minutes.
I think this will this game some more immersion.
