I would suggest that Local chat be put into delayed mode in all systems at or below 0.2 security status. In order to compensate for the newrf to local, I suggest changes in scanning.
There should be two kinds of scanning, active and and pulse mode scanning.
The pulse mode scanning works as it does today but you can only execute a scan once per 30 seconds. The range of pulse scanning is limited to 15km but the range of the pulse scan increases as you narrow the beam up to 30 au.
The active mode scanning sets a continuous sweep like radar making a pass every 5 seconds. The scan runs at a fixed range of 5au but you can increase the scan range by narrowing the beam up to 10au allowing you to set specific scan on a gate.
Perhaps skills would increase the range or frequency of the scan.
This would make recon ships very powerful but the best counter to that might be having a scout on the gate.
Another possiblity is to invent Sentry probes that simply fire off a warning to the controlling pilot when it detects the cosmic signature of another ship entering its control range and the IFF interrogation comes back negative (its not blue). These probes would require fairly high skills to deploy (Astrometrics V and Survey V). The probes would also have limited life and fairly high build requirements (expensive).
This would restore strategic surprise as well as provide a way for people to ACTIVELY defend themselves.
The lazy would still be in trouble of course.

So if I understand you correctly, you want to remove local and nerf the current scanning system which is in most things already better than what you suggest?
If you want to remove local, you'd need to improve scanning a whole lot, not nerf it.
In my opinion you'd be looking at (ballpark) 30-50 AU active scanningrange on a BS, 50-100 AU on carriers and POS based scanning equipment. And able to be activated continuously, as well as including IFF ability (i.e. the ability to remove friendly ships from the scanner, by assuming they'd be wearing an IFF transponder). As well as make scanning impossible for all cloaked ships, and perhaps making all active scanning ships warpable on overview (if you scan actively, you broadcast your location to everyone in system. -------------- In completely unrelated news, after careful research, the Guiding Hand Social Club concludes that no member of the Guiding Hand Social Club is guilty of corptheft. |

I could see local removal in 0.0 as a possibility -if- there was a POS module that you could anchor which warns you about intruders.
You solution in all honesty is not the way forward.
Removal of local and an 'active 5au' scanner will kill -all- 0.0 ratters (no exception). Just get a cloaked force recon to scan out the belts, warp to the belt with the person in it and voilla dead ratter.

its funny how i thought of something like this a few moments ago BEFORE i turned on my PC and seen this thread.
How about making local only work in empire regions, like a concord broadcast service. Enter 0.0, no broadcast as its lawless, and you have to drop system wide probes that only reports back ship types, deployable objects etc.
This would of course use either a hi-mid-low slot and make use of special probes,yes it might nerf some loan/hunter traveller ships so not sure if its feasible. It would certainly make travelling in local a bit scary if alone or equal sized gangs.
Of course alliance/security/NAP channels would be buzzing with
