Not all barges/exhumers have 2 hard points yet. They haven't changed them yet. The models have been updated but not the actual fitting stats. So what now? I guess, that's what will happen. In the video linked above, the Skiff will have 2 hardpoints (@11:40) like this https://puu.sh/rtYfe/2d0e1239f6.png That is, the graphics of the ships have been updated, but not the fitting capabilities yet. That is what is still to come, as per the text in the image you linked in the OP. This is so that they can fire without having to visually cut through the ship model. So a ship that has 5 turrets fitted will actually show 10 fitted turrets on the hull. A skiff with 1 strip miner slot will thus have 2 visual strip miner locations and now that it's being rebalanced to have 2 strip miners the model needs to have 4 locations to show strip miners.
