This information screen pops up when I complete a "Vagabond Deportation" mission, yet no 'Homeless' remain in my hangar.
What does this message mean? Does it have any affect on the game whatsoever?

Sounds like some humor to me. But you need a sense of humor to detect things like that.

They have remained, but they'll be in the wrong hangar, Veruna. It's a known bug, and being worked on.
And when you do find them, hang on to them. Research agents will occasionally ask you to bring them some homeless people to "help with the research project."

Yeah, did homeless mission and they end up at some station I have no idea where is.
I really couldn't be stuffed picking them up so I trashed them from the assets menu and had these amazing visions of grubby caveman looking people going down a garbage shoot, even checked my standing aferwards to make sure I hadn't taken a faction hit, lol.

... Then kick and scream and curse when your research agent asks you to bring him a dozen or so of those homeless to counter crew shortage in his ongoing project. ;s
