First off; PLEASE do not treat this thread as a chat room. I want some good feedback or none at all.
Problem: I have two monitors and I want to run EVE fullscreened on one monitor. AND be able to click on and edit things on my desktop which is in the second monitor. I have searched the net for days and have come up with nothing other than pages and pages of "I want that too" or "Just used windowed mode."
Possible solutions: I am assuming that with EVE being a DirectX game that most people play with only one monitor; You want EVE to minimize itself when it detects that it is no longer the program in focus. This is why whenever you click on your desktop while running dual monitors....Eve still minimizes itself. Is it possible to add an option to EVE that will allow it to run in the "background" and not minimize itself when the focus gets switched from it? I have never played WoW but I read that it has a kind of hybrid windowed/fullscreen mode. But I doubt it does it in the way I am hoping for.
Reasons for it: I find that the resolution that I run EVE at give me enough room on one monitor. I don't feel the need for EVE to span across two. I do on the other hand like Vsync. Vsync only works on EVE if it is in fullscreen mode.
Again, please do not add to this thread unless you have some real input into the matter. Thank you.

Just to make it clear since his website doesn't really press the fact. This will fullscreen the client when its set to windowed mode. Look at his program called ShiftWindow for a better idea of what it does. Eve Launcher just expands upon this.

Although it still doesn't treat it as a true full screen; and thus no vsync; it really does size the window to fill the entire screen without the two pixels missing on the bottom due to windows' title bar. you can control vsync (present interval) settings in Eve directly (advancedDevice=1 is needed in prefs.ini to see that option) default=on, immediate=off, "one" might be a second backbuffer
so set vsync ingame, use windowed mode with native resolution and get the window moved into a fullscreen position

DirectX 9, as far as I know, cannot run full screen mode on one monitor while allowing the use of another.
Your best option is to use the EVE Launcher to create a fullscreen-like windowed mode.

the inability to access both monitors while playing a game is not something that is EXCLUSIVE of eve. ANY game I have ever played fullscreen does NOT allow access to the desktop on a second monitor. As one poster stated, I believe it is something limited by DX9, afaik.

Basically, You can't. if you do not want to run fullscreen windowed, then you will have to keep the game full screen and minimize when you use the other monitor.

Wow has the option to play in windowed mode but maximized which allows me access to my other screen and for all intents and purpose looks like its running full screen althougth it does actually appear better than playing in fullscreen. it would be nice as a standard option in eve as at the moment i play it at 1280 x 980 windowed with a copy on each monitor

this is not something CCP can fix, its do to the way windows xp renders full screen graphics.
vista _may_ be able to fix this, at least it should be able to do to the new graphics architecture. Microsoft has a poor track record or supporting multiple monitors effectively though so don't cross your fingers. i mean its 2007 and XP still has no concept of virtual desktops set alone real multiple desktops.

dynamic scaling to fit the window would be nice in eve.
