I am in need of getting safe access in 0.0 in order to increase my sec status. If there is anyone intrested in me renting access off them until my sec is about -1.5 please contact me in game.

It's only the systems close to empire and intermittently the contested regions that are dangerous and populated. Deep 0.0 is desolate.
Just look on the map and view 'pilots in space'.

The trick is to get past the gate camps on the enterance systems. Once there go find some backwater that no one has Sov in and then find a nice dead-end.
Dead Ends are good because no one really has a reason to be "passing through".
(You can also check the system scanner for activity in an area - do this periodically and you can get a fairly good idea of the population there.)
When you get there make a safe spot.
Then make a load more safe spots.
Then start ratting.
When someone enters the system just to a safe spot then to another. If they hang around for 15 minutes you can now log safely or keep on bouncing until they leave.

Really can't blame the guy for asking though. I think it says alot that he is willing to pay for a pass. As a miner I often have to strike deals for ummm protection to be able to mine in an area.

Don't really need to rent all that much, especially if its just you. People like IAC run a NRDS policy in their space (at least intermittantly depending on war status), so if you aren't hostile to them you have free run of the place. Think U'K/CVA run on similar principles.
Might just be easier for ya to find a place that allows neutrals rather than looking for someone to rent space to a solo ratter.

Have the Jerihco Fraction stopped that now or do they still do it? I know they used to do NRDS at one point. But yeah pretty much anything within 10 jumps of empire will usually get you noticed at one point or another go deeper in stay away from stations and you will find quiet systems
