Figure 100 mil ISK for each 1 Mil SP. So figuring 1 Bil ISK would be a reasonable starting bid.
Also you can not sell accounts according to the EULA. You can sell the character however. The downside to this is that the seller is obligated to pay the character transfer fee.

Well I'd agree, as to the account I did mean for the char but transferring it kinda seemed pointless when there are no other chars on there...as to the skills eitc...she trained all the boring no use until trained ones so wasnt much fun :P Plus I've already had an offer of 2 bill so am seeing what i can milk :)
