I've noticed that some times I go into station with some armor or hull damage that I have to pay for repair. Other times, it lets me leave with a newly fitted armor or hull repair module and let me do it for free.
Anyone happen to know the rules on how that works? Below a certain percentage and you have to pay the man??? thanks,

Yep, if you've a certain amount of damage you need to repair a bit so your ship doesn't go to pieces during the undock. ----------------

Its just natural wear and team.
Also you occasionally have gremlins chew through your armor while you're not looking.

I understand the process, I was just wondering if there was a certain percentage that you exceed will require you to pay repair fees. i.e. if I'm over 50% armor damage, then I can't undock and repair myself, etc....

I am reasonably certain this only happens if your hull is below zero hitpoints. You can undock with no armor. If you undocked with negative hitpoints on your hull you'd just explode so this is a good thing on the game's part to stop you.
Negative hitpoints can happen when you dock and lose gang bonuses that were keeping you alive or remove a mod that was keeping you alive.
Fit an internal bulkhead (I think that is what they are called) and you can get your hull points positive again and undock to repair.
Actually now I think about it I wonder if negative armor likewise prevents this. Dunno really but fit a plate for the added hitpoints and repair if this is the case.

you dont have to repair ALL damage either. it lets you type in an amount. so partially repair just enough to undock.

Wow. Talk about cutting it close.
Also, station repairs cost too much and need to have that cost nerfed.

Don't know the half of it. There are no remote armor reps in EVE for some reason. Now imagine you lost 100,000 hitpoints on a freighter that has no slots to fit repair modules. Only choice is in station repair and the cost is astronomical.

I've flown round for a month or so in a 0% armour, 15% hull raven before,,,,, after one last close encounter I decided to repair.

As I recall, you need 25% hull to undock. So, if you get that far, just pay to repair to 25%, and then undock with the appropriate modules.

You can go into negative percentages, as i'm sure you've noticed in the repair window. I think this is why you can't undock and you must repair. I think it has to do with the bonuses you receive through skills, implants, etc.

So if your armour sustains mor hp damamge than it's base level, you can't undock, is that correct?

Did you perhaps mean hull? There is definitely remote armor reppers and drones but there is no remote hull repper.

sorry to bring this topic back up but the negative armor thing happened, and my gangmate had warped and docked into a station with no repair facilities. so he was kinda stuck not being able to undock, but at least he was able to buy an armor plate.
but what if this happens to someone and there's no way to get an armor plate, even if his or her gangmates has to get one, and it could take maybe 30 minutes or more... dont know but this should be looked into and fixed

I imagine you could get stuck petition through in this case.
