I, for one, am greatly surprised, that the choice of citizenship was not left to the child concerned, perhaps in the form of a toy or other object, the act of reaching for one or the other determining the choice of citizenship.
With friends and family allowed to wager large sums of money on said choice. The proceeds of which gambling would go into an investment fund that Hayato would gain access to upon adulthood.
