Last night I found a good setup finally for my Punisher in terms of mission running.. PVP comments welcome:
PVE AMARR FRIGATE: PUNISHER
My Punisher setup runs an Armor Repairer II indefinitely while also firing a named afterburner (580ms) and running 3xDual Modulated Lasers (landing approx 20-60 damage per shot at intervals of 2.7 seconds). It also sports a small Knave NOS for backup when things get hairy or someone NOS's me. Excellent for ratting.. almost invincible to frigates.. even clouds of 10-30 or more. I haven't tried vs a cruiser but I think it might do pretty well. Plus it looks super sexy ;)
HIGH 3 x Dual Modulated Pule Energy Beam I's (fitted with Ultraviolet generally) 1x Small 'Knave' NOS
MID 1 x Monopropellant Afterburner (runs indefinitely) 1 x Cap Recharger I (15%)
LOW 1 x 200mm Rolled Tungsten Plate (1004 armor in total) 2 x Cap Power Relay (20%) 1 x Armor Repairer II (runs indefinitely)
.. comments welcome :) Any idea how it would do in PVP?

Should do reasonable in PvP apart from obviously scram instead of cap recharger.
I find that EANM's can work well to add to its already decent resists. You may be able to drop a CPR for one of these because you should be within small NOS range most of the time anyway and this will still give you enough repping to close the gap.
Also use multifrequency and keep radio and maybe standard in hold.

Looks like a pretty good setup. For PVE in the lows I usually fit a repper, EANM or damage control, heatsink and a cap power relay. Once you get nos on the target it's enough to keep everything running. I've done a few level 3(!) missions in it with another EANM instead of the heatsink.
You might be able to swap one or two of the guns for a medium pulse depending on skills.

Mids Webb AB2
Lows 2* 200mm t2s, 1 small rep 2 and 1DCU or Eanm cant remember.
Webb, ab guns and rep run all day.

Dont have the time to find my old pwn mobile setup but I allways liked to tank my Puni as much as I could.. I took all close range ceptors in Da a** no probs

Bleeder Setup is in fact the best you can do with this ship.

The Punisher should be a tough ship. It has high resist and 3 turret slots with sufficient power to run pretty much whatever you want within reason. Its so far the only ship i've found that can deal solid damage while maintaining a perma-repair and high-speed.
My next ship will be an Amarr cruiser.. but the one I like has 3 4 turrets and a Missile bay.. what would you even use the missile bay for?? 1 seems sort of pointless... unless its fit with a cruise launcher maybe..?

punisher has got to be the toughest frig to pop 3 blasters 1 cap booster , 1 weber or scrambler.. depends what u wanna do and low 1 armor rep, 1 adaptive nano,1 400 plate and 1 auxilary
total around 2k armor and with the cap booster u can run guns tank and weber/scrambler forever tried it against a hawk and although it was a tie the hawk pilot was impressed.. use this setup as a tacler :) |

I usually use:
3x 280mm Artillery, 1x Salvager (offline) 1x 1mn MWD, 1x 20k warp scram 1x SAR, 1x EANM, 1x 200mm Rolled Tungsten, 1x CPR
Fit with named to what you want.
Designed to get into range quickly, or get out of range quickly. Orbit at about 15km+ which is out of web and nos (except heavy) range.

PVP:
3x150mmauty II's(might be 200's) 1x small nos
1x web 1x scramb
1x 400mm plate 1x small repper II 1x eanm 1x cpr
i did have a setup that involved taking the eanm or cpr out for another repper and the web for a capbooster, was pretty hard but didn't need the 2nd rep most of the time

I remember when one of these guys attacked my Brutix once... I was racing towards him in a belt (he was hostile)and he warped out. Thinking 'darn' I'm about to leave when he warps back into the belt and attacks me... Not believing my luck I web and activate my 7 t2 Heavy Neutrons... He didn't even get a chance to use that everlasting small rep! 
Yes this is a warning to you Punisher pirates, don't attack year old players in Brutixes!
