have local hull's been hit by the nerf bat like all the other cargo expanders?

No cargo expanders have been nerfed, There are some rat loot items (overdrives/cap recharger) that all have the stats of the basic ones, i believe this is going to be fixed as its a bug.
So Local's are still +27% cargo bonus.

Just asking since my Cargo Expander I was taken to 15% and it useta be 18%.

Really? Cargo Expanded Hold I is now 15%?
