I believe it was stuff that was changed on the server so the client doesn't need a patch.

Or, they pretended to have some sort of emergency as an excuse to down the server during peak time, in order to seed the agents with the research BP that someone won.
Which, if true, means that the BP seeding needs a reboot, and thus the best time to get a mission that will win the lottery for you is right after server restart.

One key change was that they returned the 5% drop in agent/faction status.

Part of it was to reseed npcs that are supposed to spawn in certain 'special' areas, like Golgothan Fields etc. Not sure about anything else though.

I think they did something to change it. Last week after castor I was still getting the bonus's easily. But now if I don't use my MWD at every jumpgate, I miss the bonus deadline by a minute or two. Not complaining, it was TOO easy to always get the bonus before. At least now you gotta try to get it.
Now, it might have just been my bad luck and I got a bunch of missions that were 20 jumps and 40 minutes to do. My PC is slow loading (p3 600 with 768 ram) so it takes me on average of 2 minutes per system
