It is a session change timer.
Before it was introduced it was possible to take actions whilst the session was still changing, which could cause your charcter to become stuck in the sataion, or to bug the ship you were in, or both.
It may be frustrating to have to wait a few seconds to change ship, but it is far better than having to wait minutes / hours / days to get your stuck petition resolved so that you could actually log in and use your character - staring at a black screen when you should be looking at a station is soooo dull.
Oh, and whatever happened to the head and dna strand that you used to see?

do u mean when u dock, that switching timer?
if so, imagine i was camping a station in a hurricane, a prophecy undocks and engages. but im (in this scenario :P) am a hussy, and dock, immediately change into a tempest and pwn him, he cant dock due to timer, and i win.
that would suck. but tbh, with people logging others on and all this gankage....

I could also see it being an anti-exploit depending on how much server power a session change takes...Imagine 100 people want to crash the node, so they set up a macro script to constantly change sessions and walk away from the computer...just my theory though.
