How about if you're given the ability to establish jump clones at the stations of the NPC corp you started with, like School of Applied Knowledge, regardless of standing? Jump clones are a really handy tool in EvE, and not everyone can grind the endless missions it takes to get them, or get standings with 0.0 corps.
It's a shame that non-combat characters get locked out of this feature (and can't increase sec status) becasue they're unable to grind NPCs for months on end in a Raven.

I'd have to agree here. It would also encourage more carebears (such as myself) to try PvP out for fun now and then, without risking implants, ect.

It is a feature that should be available to those who take the time to do it. Some things should be left to the ones who earn it.
It is even easier now since you only need personal standing as I've heard, not your corp and personal combined.

That's sixty hours of gameplay, over the course of months, running level 3 missions which require enough combat training to competently pilot a battlecruiser. If you want to do it with hauling missions, triple the time.
I know that CCP frowns on non-combat characters, but even combat characters, if they're PvP specialized, can't grind level 3 missions. You've got to be a ratter to play EvE "right", and that's lame.

I would hesitate using the word "can't". I chose to do missions with my PVE alt, not my PVP main. If I needed to, I could have done it with my PVP main, but it would have taken time. As it happened, the crowd that I ran with at the time had an outpost, so it was easy to get them.
But with a game like this where training plans can span more than a year, what is a few months, if you are patient. "All good things come to those who wait".
I still don't believe that it should be made even easier to get jump clones. They already made it easier a few months ago I hear. Some things are meant to be hard to get, and jump clones are one of them in my book. I realize this won't change your mind, but this is my two isk on the subject.

As a half solution, why not lower the standings required from 8 to 6/7, making them abit easier to aquire.

I personally do not quite see why they should be given out for free. The argument that non-combat people are barred from them does not hold, just do cargo missions.
Also, firmly non-combat characters do not have much of a chance to lower their sec status in the first place
