I have a Drake outfitted with heavy missile launchers. Usually, I can kill NPCs pretty quickly, but it takes me forever to kill certain types of ships. To kill an angel viper (from the level 3 angel extravaganza mission), for example, I have to use about 30*6=180 heavy missiles. My missiles usually hit for 70-100, but they hit vipers for about 20.
Are there any tricks for killing these types of guys? Would drones help?

Drones, 5 warriors/valkyries does the trick.

Welcome to NPC interceptors. :)
Like was said you will need drones, or precision missiles
If you can hit them when they are MWDing you will get full damage, timing it takes practise and a dose of luck though
You will notice their bounty is 30k, not the usual 15k or so for frigates

Two other skills will help
Guided Missile Precision
Target Navigation Prediction
One reduces the effect of target speed, the other reduces the effect of target small sig radius.
Painter is good, but may nerf your setup too much. good drone skills are the most common Caldari method of taking care of interceptors.

Vipers are interceptors so they have t2 resists, try missiles that do another damage type or use drones.

skills to be honest, i don't have any problems killing Vipers with heavy missiles, killing them with Cruise is another matter.
Just fit 5 light drones, train Drones V, Drone Interfacing and Drone navigation and you should take em out quite easily, leaving your drake to worry about the real stuff.
