i don't know for sure (because i'm mostly a carebear) but i think that the point is, there are even less "victims" in 0,0 than before right now (which should be very frustrating for pirates i agree).
but would be removing sentries from 0,1 - 0,4 the solution? guess is, the traffic would be removed from these systems too...if somebody doesn't want to take the risk, he won't. so the next step would be to remove the sentries at all...and get rid of concord along with it.
but then most "carebears" would avoid the risk in some other way: by cancelling their accounts and moving on.
this game is not designed to be "carebear heaven"...that's for sure (and i for my part am glad that it isn't), but without all those pure miners, traders and peaceloving citizens the eve-universe would be a kind of lifeless world.
pushing the "carebears" out of the game gives nothing to the PvP players....just some people leaving. you can hardly touch them now...you can never touch them if they don't play anymore.
no police, no summons, no courts of law;

no mitigating circumstance;
no lawyers fees, no second chance! |

Go between belts and try to hunt the miners, a real hunter/pirate searches and hunts his prey rather than waiting for it.
