My vidcard freezes sporadically. This most often happens when I am sitting in station, seldom when I am undocked. After the freeze, recover kicks in and the card resets itself.
When I run the motherboard diag utility, I notice that the 12 volt rail to the video card is only putting out ~11.70 volts, and that when the card is under load, the voltage drops to ~11.5 and below.
The power supply is a 430w Cooler Master I bought from Newegg last year.
My rig consists of Nvidia mobo, Athlon 64 X2 processor, DVD-ROM player/burner, SATA HDD, and the video card, which is a Sapphire Radeon X850XT.
I read somewhere that this vidcard needs ~230 watts by itself.
1) Is my power supply enough to handle what I have in the system?
2) Could the voltage deficiency on the 12 volt rail be causing my problems?
Should I buy a new vidcard? If so what kind? I have ~$200 to spend on a vidcard.
Should I buy a new power supply?
Opinions please, from tech saavy Eve players.

The video card is fine.

Have to agree with Shikari, 550W would probably be the minimum for that rig. I'd go for 650 or higher if you want a bit of future-proofing.

I've gone through so many power supplies ...
I'm surprised my rig's holding on a 12 year old 300watt one that I pulled from an Acer. I'm also using legacy-aged fans and keyboard.
Quality really has gone out the window in a lot of things in the past 10-15 years. That's what cheap labor and large profit margins will do to ya.

I disagree. Partly.
Try taking the sides/top off your case and running ATITool or 3DMark to stress your graphics card. If the PC ceases to freeze, then it's an overheating problem.
A 12v to 11.5v drop isn't terrible, but it's not great either.
Antec have a PSU Calculator which is useful to use; just guessing half your spec states a 500W PSU is enough.
What I do the rest of the time - Vote for a Jita bypass! |

A friend's computer died recently, turned out it was the old PSU in it.
I bought a brand new Antec to replace it; it refused to turn on. After a couple hours I found out that the new one was dead too! 
I bought yet another after returning the broken one and it worked.

Its ATI card. I remember there was a problem back some time with ATIs and their software. Where the drivers/software would freeze the GPU and then unfreeze it itself. If im correct there is a option in ATI control pannel that states something like reset GPU after fatal error or something (not sure, riding on nVidia now). Try turning it off, and see what happends after that. It was few years back, so sry but i really cant provide more details.

My Radeon did that with WoW for a little while about 9 months ago, new drivers eventually fixed it.

I went to that Antec site, inputted my config, and it calculated I need 268 watts.
I'm no expert on power consumption but that does not seem like a credible number to me.
I mean if the video card alone pulls in 230 watts, also I know AMD processors have a high power draw, say 100, thats 330 right there, add DVD ROM, add 2 sticks of DDR, add SATA, and 2 case fans, plus the mobo has integrated LAN and sound, I highly doubt 268 watts will cut it, I estimate more like 450-500 watts bare minimum, add some capacity for safety margin of %10-%20, thats 550-600 watts.
One thing that concerns me is these power supplies, their 12v rails are all 18 amps. 12x18=218 watts, when the card itself needs 230 watts, so even a 600 watt power supply won't cut it unless I get at least 20 amps on the 12 volt rail, right?
Jeez.
So anyway, another clue to this puzzle.
Last night I pulled out the floppy drive and the second hard drive, and my client lasted for almost an hour sitting in station before it froze.
Also I played BF2 for 4 hours straight and it did not freeze up ONCE.
So I figure the decreased load probably helped right?
Tonight I plan to unplug power from the DVD drive and stay docked.
I figure if the client doesn't lock up for more than an hour, it has got to be the power.
I looked around on Newegg and thinking of buying this model

Get one with a 21 amp rail then. 230 watts is peak though, so technically you could do with less, but I wouldn't recommend it.

Carefully check the pin count on all of your motherboard power connectors to make sure you are getting a PSU that has the correct connectors for your MB.
You can look for the OCZ GXS (may also be called GameXStream) 600W, as it is an excellent PSU and can be found for around $100, but I don't see Newegg listing it. I did find it at outpost.com, but for $119.

You do not need a new power supply, that figure for power consumption you got is quite accurate, this card does not come close to 230w. No way. I would not buy a new vid card for 200$ since it wouldn't be much of an upgrade over your current one If possible borrow a vid card from somebody else and test for a couple hours, do you have the same problem with all your games? only eve? If you can't borrow one, try to put yours in a stable pc and trying a few games.
