MAELSTROM:
highs:
7x 1400mm artillery 1x faction smartbomb
meds:
2x rat specific active hardeners 1x invulnerability field 2x SBA 1x gist C-type large shield booster/ gist C-Type X-large shield booster (one allows me to tank 400 dps, the other 1000, both permanently, but for X-large requires some more stuff in lows)
Lows: 2x gyrostabilizer II 2x PDU & 1x DCU / or if using X-large booster 3x capacitor flux coild to be able to perma run the shield booster
RIGS:
3x CCC
about the shield boosters: do i need the x-large, or will the SBA + ship bonuses allow me to tank through lvl 4 missions with the large one (with bonuses i can tank about 400-450 dps with the large one)
iu would rather use the large shield booster because it costs 300mill less, and my wallet is not exactly busting

1 - Lose the invuln, have another rat-spec hardener.
2 - You don't need the smartie, nos would be better.
3 - You're going to have horrendous tracking issues.
Try:
7 x 1200mm Arty 1 x Heavy Knave Nos
1 x Gist C-type XL SB 3 x Rat spec hardys 1 x SBA 1 x Tracking Comp
2 x Gyrostab 3 x PDU
3 x CCC
Would be what I go for. The 1200s do quite a bit less damage but all the damage in the world won't matter if you can't track.

I quite happily did lvl 4s in this.
8 x 1400mm artillery cannons XL C5-L shield booster, 3 rat specific T2 hardners, SBA and cap booster DCUII, Reactor control and gyros / tracking enhancers.
Pop the frigates while they are at range, then unleash your drones on them while you rip apart the cruisers and battle cruisers, then turn your guns on the BS. I never had any trouble hitting the BS at any range tbh. Maintain range as much as possible though.
I only ran an auxilliary thruster in the rig slots, just to make her move a bit faster.

Not yet flown a mael but wrt 1400's I'd go for tracking comp II's in the mids over the boost amps and choose your missions.
Any mission with an insta aggro under 30km and you'll be doing nothing even with a faction smartie and drones realistically. Doubt you'll outrun/be able to choose range with no AB and iirc the Mael isn't the fastest ship on the block.
Unless you want to join the caldari suckups and run a raven constantly, (still not found a ship that can do lvl 4's faster but I'm trying), invest in a long range and a short range BS.
atm I'm in a Machariel with 1400 II's. Fitting 2x tracking comp II's and using tremor, I'm popping frigs in 1 shot at anything from 80 - 140 km, (140km optimal 4tw!) Never had to worry about tanking really.
Only really viable on the missions where there's no insta aggro and/or you can choose your warp in range.
For the close range ones I'm playing with a Dual Lge T2 repped tempest with 650 II repeating artillery. So far working out nice and I'm finally getting to use all those 800 cap boost charges I've looted over the years :)

you mean cap relay right? and cap relay hurts your boost amount.
Stick some PDU II's in lows and fit some cap recharge rigs...

So, a T1 capacitor flux coil is equivalent to a T2 power diagnostic if only looking at cap regen. If you solely want cap regen, flux coils are better. Capacitor power relays are out of the question because of the -shield regen.
I'm sure there's a nice price difference, too.

I'll admit to not having tested this yet (assets are tied up in Amarr ), but this is what I had in Quickfit when I'd finished playing with the idea:
8x 1200mm Artillery Cannon II
1x Gist B-Type X-Large Shield Booster 1x Shield Boost Amplifier II (didn't look at faction here, could be worthwhile) 3x T2 Active Shield Hardeners 1x Domination Stasis Webifier
3x Gyrostabilizer II 2x Capacitor Flux Coil II
3x Capacitor Control Circuit I
The X-Type booster was way too expensive (about 1.1B) and too cap heavy anyway. Between the B-Type or C-Type I'm not really sure - the latter is cap stable with T1 rigs. T2 rigs (2x CCC II, 1x CCC I) makes the former cap stable as well but that's just wasted money until the T2 rig market has stabilized.
Again, it's all theory. I never got round to implementing it.
