This means someone must have been naughty a short while before I got there, eh? Anyway I figured they were nice to have around in case any random player pirate wandered by, not that I can think of any reason why my little mining frigate (with no jetcans) would be at all interesting.
In a little bit a rat popped, over closer to the Concord side. There was one other guy mining over there, and the rat harassed him first. He left (whether full or annoyed, I don't know). So the rat came over to me and I launched a Hornet to kill it, which was my first time testing out my shiny new combat drones, yay.
All this time, the Concord ships seemed to have no interest in any of the goings-on. Do they only care about PvP?
I still had a minute or two of aggression timer left against these Angel rats since I'd been ratting in my Slasher shortly before. Would that have anything to do with it?
Just curious.
EDIT: It occurs to me that if Concord cared about rats, there would be no possibility of ratting in empire ... so I guess this post is kind of a stupid question, sorry. It was just interesting that they didn't care despite being present, even if ratting does not normally "summon" them. n00b out.

you're right. npc rats have immunity to summoning concord when they attack unprovoked. otherwise, it would be like you said, pointless to rat in empire. --------------------------------------------

Yup. concord only handles player on player aggression in a neutral setting.

My current bio: You gotta love that whacky Empire. Those friendly CONCORD will kill their own citizens in a heartbeat for the most minor of infractions, while they let endless foreign pirates patrol their roid belts. Obviously piracy is the only accepted profession in Empire space, and I have chosen my path accordingly.

Heh-heh -- this reminds me of a crazy thing that happened the other day during a mission while my corp was at war.
One of my drones drew aggro (imagine that! ) so I rushed him back to the safety of the bay. Then, I relaunched the little bugger and started to rep him. When I did I got the message "you are about to aid a player that is at war!"
I think they forgot the line of code that says:
... AND helpedPlayer != thisPlayer

CONCORD is kind of like the FBI. It has a very specific jurisdiction and generally won't act outside of it. Even if an FBI agent is "on duty" they will never pull you over to give you a speeding ticket. As a Pod Pilot, you aren't under the jurisdiction of the local authorities in general. You've chosen to go it your own way, and the local Navy won't help you out any more than CONCORD will.
Rats aren't given a "free pass" per se, but rather rat aggression is outside of CONCORD's jurisdiction. They'll sit back and watch the rats shoot you just like the FBI agent will watch you run a red light.
Now, firing at another Pod Pilot (a key distinction) is a different story because both parties fall outside of the local authoritiesÆ jurisdiction and itÆs up to CONCORD to regulate. Remember that locals donÆt look kindly on those that engage in combat in their space either; stations may not let you dock. ThereÆs also security status, where you can flag yourself as a wanted man. You get yourself on the FBIÆs most wanted list and any flatfoot on the force would be happy to take you in on the Federal warrant!
Also, CONCORD doesnÆt completely ignore pirate activity. TheyÆre the ones that are paying the bounties you receive and adjusting your standing based on how many of the pirate vessels you take out.

CONCORD have outsourced - they don't want the job, so they pay us to do it for them.
