Make sure you've trained the PVP Essentials (Warp Scram / Web / MWD, etc)
Make sure your clone is up to date.
Move your stuff to a semi low sec system (.5, etc) near where you want to Pirate.
Buy a (few) cheap ship(s), outfit it with T1 (maybe named if the bonus is good enough and you can easily afford to lose a few of them).
Go Yaarrring. Learn how to get your ass handed to you, and what you screwed up.
Learn from that, and repeat.
Eventually, you'll be OK at it, and in all likelihood, you'll have some run-ins with the local pirates.
Enjoy said run-ins with local pirates, and treat it as a (not so) free PVP lesson.
If you guys get along, corp up with them.
More Yarrring.

Go with Rifters, best T1 frig out there IMO.

Check out the Pirate Resource sticky in this forum and take a look at the guides there. In particular, take a look at Ren Tales' guide - it offers alot of advice on indivudal setups for frigates.

Rifter or Incursus. TBH a blaster Incursus can outdamage a Rifter most of the time if flown well with good skills.
Because I said so...

Create a hauler alt so that you can get supplys from empire, when yarr sec status gets to low enter high sec.

And just for the record, OP, you might want to try some gang PvP before you run out to solo, but that's just an idea. Learn from others, see what kind of role might work for you and so on. I'm sure you know a few people who like to yarr or just pew pew every once in a while :)

Thats important. At least be able to get a frig or cruiser full of modules out to your home station.
Also, train that alt in the same line of piloting as your main. That way when you can fly BC and BS (and lose em) your alt can fly a new one from highsec.

If you guys like rifters and want bulk sales (5+) evemail me, i have 2 rifter bpo's and run them almost constantly, i also have the amarr and caldari (merlin) and a slasher bpo. willing to take mins+ cash or just cash for frig payments

Suicide ganks can be fun, but you should see if you can learn some of the little tricks for getting people to take a shot at you. It's nice to get a kill and avoid loosing a ship at the same time!

woohoo got into my first pvp the other day. not really an act of piracy (it was a gate camper) but still felt darn good. took down a celestis with my rifter.....it was so much fun

Tbh, if you plan on making the switch from to then you should always keep the on the side in case the -ing takes up too much isk without enough return then you switch over to the and build up some boom-boom funds.

A reasonable start as you managed to get a kill despite losing your ship and you cost him more. I recommend some named autocannons for higher dps and ganking ability.

Will do. I was thinking of dropping my cap booster in my mid slot for a ecm burst mod and removing the rocket launcher and puttin on a nos. Any thoughts?

I fly Jaguar in PvP, but these ships are kinda the same when it comes to high slots. You should use nos, it keeps the afterburner and scrambler running just the little more time you often need.

Yeah the nos was a nice idea, the ecm....bad idea....sucked up all my cap.....aspolded very quickly (damn you heavy missles) was able to save the pod (turned off sound before fighting) saved my butt. ah well live and learn.

Back in the gloom of my distant past (6 months), it was freekin horrible for any kind of n00b, or hauler, or miner, etc.
I suspect that hasnt changed due to the nature of the system placement.
Come to think of it, sometime after that, SNIGG came in and whaled on everyone for a while.
