Hay,
i'am playing al lot to get those homeless into my hanger and the thought of cancel the misson is not my style. but at the moment the amount my agent ask is making it quit temping to Fail the misson and to keep all the home less.
Would it not be better to chance the homeless into refugees after the misson is coplete. those can only be used by R&D agents, then those agent can also ask for les refugees.

The fact that you can quit the mission to get more homeless is infact by design. The dilemma with deciding whether to keep the "cargo" or finish the mission is a good one IMO. Possibly though the amount of homeless that refuse to leave your hangar is too small compared to what is needed to finish the research mission, that would need to be looked.

the no. of homeless required to complete a research missions compared to no. that is droped by normal missions definitly need to be looked at.
homeless are selling for around 500k-750k per unit and research agents i have seen has asked for around 40 homeless

...because there's no penalty for failing the R&D mission, except for missing out on a few bonus RPs. And in the long run, that's irrelevant, because anyone who gets ahead of you and gets a BP before you do, then has their points reset to nil and you're way ahead of them again.

In other words he suggested to accept the Vagabond mission. Then after accepting the mission forfeit the mission.
This is a decent alternative to not completing the research agents mission. However your going to take a hit on corporation and agent standings forfeiting the mission.
While it is a different solution I personally would not want to see everyone and their brother forfeiting the mission.
Out of the vagabond missions I have done I got 10 homeeless one mission and 5 homeless on another. Since I switched agents I have not see this mission once out of the hundred or so missions I have done.
I think the real thing to look at is the frequency of the vagabond mission being offered, the rate which research agents are offering the mission, and how many homeless stay behind in your hangar each mission.
