Back when I first discovered the existence of the game a year or two ago, but never actually signed up, I made a spreadsheet of (among other things) which bloodlines were associated with which starting skills. Now with the post-Revelations "pick a career and start with a buncha points" approach, I forgot to notice whether I got any "extra bonus" skills from my bloodline. I'm suspecting not, since one of them should have been Navigation, which means if it added onto my Soldier group it should already have been at 4, but was only 3.
Obviously I can whip up another char to test it, but i'm not at my game 'puter this moment and am curious.

All new characters now start with 800k to 900k SP's.
When they introduced this, existing/active characters below this limit got an increase in SP's as well, pro-rated to how close they were to the new "minimum".
Everyone (including over-the minum characters) received a one-time step-up for the clone they had. (Many of the first week players would have outgrown their clone overnight, with the extra SP's)
My unused alt (pre-Bloodlines) has never trained, and suddenly had 800k-ish SP's. I checked the other day.
I've no idea what the SP's were applied to, so I do not know if she suddenly has more skills.. or if the points were just applied to existing skills to boost them.

Both. Existing skills were boosted where applicable to the new standards for bloodline and school, and new skills that applied to the same criteria were added.
Now my minimally trained alt has better combat skills than my not-so-minimally trained hauler/meatgrinder alt.

Right, pre-Revelations characters with less than 800k SP were given skills relating to their school/bloodline/race until they were brought up to 800k to be on par with newly created characters post-Revelations. ----------------------------------------------------
