What would you guys recommend?
I can fit nothing tech 2 for a rupture, but I can fit tech 2 small shield booster, 200mm auto-cannons etc if I use a rifter.
So what would you recommend for pvp? a tech 2 mod fitted rifter or a tech 1 fitted rupture? Please include Rupture (tech 1) fits that are suitable in terms of outweighing the rifter if applicable.

Rupture for sure. Fit Artillery if you don't have a MWD and fit Auto's if you do have a MWD. Tank if you use art. Throw a gyro and sacrifice some tank if you use AC, also fit a web or tracking computer or you won't hit much.
So, highs: AC and some nos
mids: MWD Web 20 km Warp disrupter cap recharger/cap/tracking computer/whatever
lows: gyro med repair explosive hardener 2 engergized nano's Or swap out a nano and put in a inertial stab.

Good lord, 4 mid slots on a Rupture huh? I'll take 10 of those. 1x istab in the lows? Man, either armor tank or speed tank or gank , mixing it up will result in your ship going boom.
I recommed the t2 rifter. It doesn't sound like you have a whole lot of skills to fly the rupture very well. A rifter is very fun, fast, and cheap.
Here's the basic t1 Rupture solo fit:
4x ACs(180mms for big plate, 220mms/425mms for smaller plate) 2x Medium NOS (or HML/AMLs) MWD, 20km Scram, Web 1600mm/800mm plate, 3x hardeners, 1x damage control
With an 800mm, you can throw in a medium repper.

Well for pvp if its a gang operation, I wouldn't suggest either unless you intend to be a tackling frigate. If you do then go rifter, if not then perhaps a cheaper cruiser.
If your only realy new, one assumes your low on isk and can't afford a heap of losses, t2 modules aren't cheap and the value of the rifter will start to get upto the cost of the rupture. For a new character thats a heavy loss, maybe try using something cheapish like the bellicose and be a gang support with a full t1 unnamed fitting. Realy if you get called primary even in a small skirmish, no frigate or cruiser will survive.
Leave the expensive ships till you can afford the loss.
Ofcourse if you have just been given 200m isk from a friend, by all means go the rupture, but train a few days and go for more t2 fittings, its not all that time intesive to go for t2 setups. maybe a week to get those bits you should have. Assuming they aren't the lvl5 skill req modules.
If you go then for Rupture, the AC, NOS, MWD and Ewar Rupture is a great addition to a small gang.
For a basic T1 Rupture for close range tackling you could go with this, its near identical to Megan's concept except for a little fix and a tweak.

tbh, I'm getting severely low on isk. What are the chances of 0.0 or 0.1 rats with a t1 rupture? I hear they drop good amounts of isk or isk in loot.

Start again: A t1 ruppie with low skills will find it difficult in 0.0 if there are BS spawns your DPS wont really be sufficent alone.
Try a 0.1 or 0.2 area for solo, will get more BC's which are easier to down.

i have flown both a t2 rifter and a t1 rupture (and a t2 rupture) and frigates < cruisers. assault frigates have there work cut out for them against t1 cruisers and if there packing at least two nos's then there cap is done and what is an AF without cap? its a dead ship.

Good question, I honestly have no idea how they would fare, The smallest ship I used against 1.2m BS's was a cyclone, tho I hear people kill them in assault frigates.
Now if an AF can kill them, I should think the Rupture setup I gave you should work if you droped the warp scrammer and Ewar Drones then put in a Cap Recharger I and use Rat specific damage drones + ammo.

no cap to run it, no resistances to back it up and you miss one of the following modules: mwd, scram, web.

HEHEHE, guess that wasn't clear enough, the last one was just a bunch of stuff you could also throw on there. oh well. Agreed on the rifter comment, but it's still pretty hard to kill anything too big without the double bonus assault ships give you.

If you want to learn PvP, I'd recommend the T2 fitted Rifter, purely as it'll be cheaper than a T1 fitted Rupture. And T2 guns are the most important part - the rest can be T1/best named, and still be useful.
"Gank" Rifter:
3x 150mm T2, 1x Rocket Launcher
MWD, Web, Scram
200mm plate, Small Armour Rep, Gyro.
You can rat in 0.0 in a Rupture, but as mentioned, you won't do the DPS to kill the big rats.
