Right now, my drake is kitted out for a passive tank, I'm in the process of training for T2 Purgers for my rig slots, so those are a given. At the moment I'm kitted out as follows:
Highs: 7x Malkuth heavies
Mids:
Medium Shield booster (Gone when I get the rigs in)
2x Shield Recharger II's
2x Large extender II's
Passive EM resist I
Lows:
2x PDS II's
2x Shield Power relay I's
ETA:
Any constructive criticism as far as skills and modules go would be appreciated as well.

but its realy standart setup tbh ...

Uh.. first of all where do you find t2 purgers these days?
Second, 3x LSEII 3x rat specific hardenres is much better for mids than your current setup. Mixing passive with active is bad.
Assuming its a mission setup, put 2xBCUII and 2xSPRII into lows. You dont need all lows to tank even the worst lvl4's if done properly and extra dps always comes in handy.

I got them from a friend of a friend of a friend.
The main reason the active with passive is intermingled right now is because I don't have the rigs in yet, and thus don't have the huge boost they'll be giving me. Once they're in, I'll be able to remove the booster, the invuln field, and the passive EM, and replace them with the rat specific ones.
Any suggestions on which skills I should train up ancilliarily?

i am using the following setup and have a 5% shield hp implant and a 5% shield recharge rig in have all the shield tanking skills at 5 and have siege warfare specialist 5
7x heavy launcher ll
3x Large shield extender ll
2x invul field ll
1x shield recharger ll
3x shield power relay ll
1x PDU ll
3x core defense field purger
my resists are:
EM - 62%
Exp - 85%
Kin - 76%
them - 69%
and at peak recharge i get 324HP/sec repaired. with this setup i basically act as a bait ship cos the tank on it is crazy

there right do not mix passive and active
my setup for solo lv 4's
7 heavy missiles
1 X 10mn afterburners T2
2 X large shield extender T2
1 X pasive em T2
1 X passive thermal T2
1 X Invul T2
1 X ballistic control
3 X shield power relays T2
1 X em res rig
2 X purger rigs
keep moving away from enemies with ab online
