yes. And the displayed 10 is rounded, it's not really 10 and never will be, because it advances as a percentage of the difference to 10 (or -10), so it never actually reaches 10.

If you get 10 standing with your faction you can collect some free faction ships from the COSMOS agents. --------- Currently offering high-sec POS standings service for 0.5 systems within the Gallente Federation. Evemail me for details. |

Nah, you can reach 9 from 0 in a decent time, while 9-10 would take forever. So 0-9 must be < than 9-10.
Actually 0-9.999999999 < 9.999999999-10

Actually, 0 - 9 should take the same amount of time as 9 - 9.9
And then the same time again for 9.9 - 9.99
et cetera.
Interesting times await... |

When you gain faction it is gained as a percentage. The percentage is the percent difference between your current standing and 10.0, thus you can never hit 10.0 unless you got a 100% gain.
So a 1% change at 0 standing would yield 10.0-0 = 10*.01 = .1 increase. Thus 0+.1 = .1 standing.
A 1% change at 5 standing would yield 10 - 5 = 5*.01 = .05 increase. Thus 5+.05 = 5.05 standing.
At least this is how I believe it works. You could use the search function if you really need to know for sure.
