What are the levels of restrictions that apply to characters with negative security status? For example -4.90? |

I'm assuming you mean traveling restrictions.
Quote:Security Status and Traveling Restrictions
How does my security status affect my ability to travel?
Security status, or lack thereof, can have a big impact on your ability to travel through the EVE universe. Players with sufficiently low security status will be attacked by the empire navies if they enter high security systems.
Here is a brief list of your travelling options according to security status:
Players with -2.0 or worse will be attacked in 1.0 systems Players with -2.5 or worse will be attacked in 0.9 systems Players with -3.0 or worse will be attacked in 0.8 systems Players with -3.5 or worse will be attacked in 0.7 systems Players with -4.0 or worse will be attacked in 0.6 systems Players with -4.5 or worse will be attacked in 0.5 systems
Once your security status reaches -5 you are considered an outlaw and can be attacked by players anywhere without CONCORD intervention.
Note that players with low security status can freely enter high security systems; They are not attacked by CONCORD, but by the much weaker (but still formidable) empire police forces. This will prevent them from operating effectively within high security space, but outlaw attacks in high security are still possible. |

Yeah, thanks. Uh, how do you raise your security status and how easily can it be done? And do the navies scramble you or just shoot you? (in other words, can you still avoid them?) |

Security status can be raised by killing NPC pirates(rats). There are ways to maximize this process, if you're only interested in farming sec status gains as fast as possible. Basicly it's just taking advantage of the way sec status gains are calculated.
Just to clarify. Faction navies attack you, if your faction standings are low enough. With a low security status you will be attacked by the faction police. I'm not familiar with the exact differences between them, but there are differences, so better learn to differentiate between them in your mind from the start. Also keep in mind that in systems where CONCORD holds sovereignty(at least one cluster of systems in Genesis), the police response will be from CONCORD.
I'm not sure if the police scrambles you, but even if they do, they won't do it immediately. Meaning any fast aligning ship can warp away just fine. I know they spawn very quickly(few seconds) after you enter a system and will continue to harass you as long as you're within that system, so you will have to keep constantly moving while there. If you want the exact details, you'll have to get them from someone who has actually dealt with them recently.

Personal Security Status is raised by ratting (Kill regular NPC Pirates) either in Asteroid Belts, DED Deadspace Complexes, Exploration Sites ('Unknown' Cosmic Signature or Cosmic Anomaly) and in some missions.
Security Status is gained from killing the single most highest bounty NPC Pirate within a 20 minute time limit per system.
Training the skill Fast Talk will help maximize the amount of Security Status gained per NPC kill.
Most players set up a cheap cloaker ship and head off to low or null sec systems and kill asteroid npc's to raise their security status.
