Isn't h5n1 mostly harmless but the scientists are worried that it'll mutate and become a pandemic? I would wiki it but some reason it's 505 for me. --------

Couple of things to note here:
"The study showed that 45 percent of individuals who received the 90 microgram, two-dose regimen developed antibodies at a level that is expected to reduce the risk of getting influenza. Although the level of antibodies seen in the remaining individuals did not reach that level, current scientific information on other influenza vaccines suggests that less than optimal antibody levels may still have the potential to help reduce disease severity and influenza-related hospitalizations and deaths"
So, it's not a perfect vaccine, it's just something that MIGHT help reduce severity of infection in any given individual. It's ability to actually prevent infection, aid recovery or reduce death rates hasn't actually been tested. At all.
Secondly, in response to the "isn't H5N1 harmless to humans, they're jsut worried it'll mutate" question - no. So far ~300 humans have been infected with H5N1 more than half of which have died.
H5N1 is a highly virulent influenza virus that can cross species barriers from birds to humans and develops into a serious illness in humans far more rapidly than other influenza strains.
The risks are still very, very small due to the low frequency of cross-species crossover and the limited distribution of H5N1 so far, but the risk of a major pandemic is still there.
