I have this skill to level 2, but I have yet to make it work. Every time I try to do ME research I get as far as getting a quote then I semi-freeze up. I can still move my mouse, but the action never finishes. Am I doing something wrong or is this a game bug?

BPO have to be in station with lab, or (if you are trying researching in POS) it have to be in corp hangar in staion in the same system.

So I can't keep all my blueprints in my hanger, which happens not to have a lab, and research them. I have to actually take them to a station that has a lab? I thought that was the whole point to scientific networking. So you could leave your blueprints in your hanger and do research using other labs in the region.

The Skill allows you to remoteley issue | complete Lab skills - more useful if you have a Lab POS in the same system as the prints -
you do need to be in a PC corp to put things into research at a POS -

It would be too easy.
But still, you don't have to go to station when research is complete. Just start and stop them remotely.

IN case its not completely clear from what the other posters have said, there is no skill that allows a blueprint to be researched outside of the station it resides in with the exception that a blueprint can be in an NPC station and researched at a Mobile lab anchored at a POS.
Scientific Networking allows you to start jobs in distant systems assuming all the necessary requirements are met in that system: blueprint, any parts required, and lab available.
Lastly, note that for researhing at a POS mobile lab with the blueprint in the NPC station in same system, you need at least Scientific Networking I even if you are in the system and docked at the station the blueprint is stored in.

And last but not least....
The BPO's have to be "unpacked", in other words: they may not be straight from the market and have to be used for at least on sort of job... even if the quote for it was cancelled.
So make sure they are all "unpacked" before you leave that station and system.

Not entirely true.
You can start reseach by clicking on BPO in Assets instead Reseach & Manufacturing. :)

Following on from the topic, I would like someone help clarify how this skill works. My situation is as follows.
1. POS Mobile Lab with my BPOs stored there in one of the tabs.
2. I've scientific networking level 2 - so I operate within 5 jumps.
3. Char is located in a station, 4 jumps away.
4. Char is a director so roles are not an issue.
Problem I have is I can't seem to start any jobs from the science & industry tab be it under "Blueprints" or "Corp Blueprints" as it reckons i've no BPOs in the region that I am in, yet when I fly to the POS Lab all the BPOs are there 
What happening or what am I doing wrong?

Ah.. but are the station you are at and the station you have the blueprints in located in the same region at all?
1 or 25 jumps doesn't matter if there is a region border between them.

I dont think BPos are listed in POS's - only in stations

I'm in the same region alright! :) I'll try the deal with moving my BPOs. Then does the corp need to have its own offices and hence rent a corp hanger at the station or can I do the research from my own private hanger (items)?

Great, and I just spent the 6.75mil on the skillbook when I thought I could do research on the BPO's in my mobile lab from far away. That's pretty stupid you can't.

Its sort of obvious you couldn't do research from another region...
