I'm looking around at the various EW items and I came across the ECM Burst target jammer. Here is the description:
"Emits random electronic bursts intended to disrupt target locks on any ship with lower sensor strengths than the ECM burst jamming strength."
Now the ECM module strength is only 6, most ships have sensor strength far beyond 6, the Thorax crusier has a 15 strength. Does this mean that unless I have 3 of these I cant even jam a crusier?

That's not quite how the formula works.
It's chance based depending on the strength of the jammer and the strength of the sensors on the other end. So you could potentially do it with 1, but it's more likely the more you have.
But that aside, ECM Bursts are generally considered worthless for other reasons. ----------------

I guess my next question then is... What would you recommend to break a target lock on your ship?

Generally the most reliable and best way to break a target lock is to blow up the targeting system on the other ship.
In other words, blow him up.

I think it's been debated on whether or not bursts benefit from ship skills. I don't actually have either of the required components to test, so I'll defer to someone who does. ----------------

As far as I know they are great if you are lookin to get concordokken in high sec space.

Yeah, it's so "useless" that in the recent patch they changed it to just 1 ECM Burst module per ship.... Think again 
I am just sad i only realized its full potential after i read about the nerf in the recent patch...

Its range is useless...it will break a frigate lock at 5km
You are better off with smart bombs

Does EW skills apply to the ECM burst mod? In that case it's 6km x 1.5 and falloff 6km x 1.5 with T2. Including the ECM skills 7.2 streanth x 1.25.
Pre nerf you could fit a domi with 3 of them and camp the entrance of a player built outpost. Easily could ECM a whole undocking armada of ships. Was a bit unbalanced.

hey, look at all the OBVIOUS not ecm pilots saying its useless 
i swear, everyone who used to slap a multispec or two on their pvp cruisers pre revelations thinks they are an expert nowadays.
ecm bursts good, it does get ship bonus, and i can get mine out to over 10km range, like 12km range or more with best named iirc.
with a fitted scorp they get like 8-9 stregnth.
not really meant for every setup, but they have alot of uses, biggest one is saving yourself from a tacklers in a scorpion imo.
before they nerfed it, so you cna only turn one on, made a nice tool for station camps to have a scorp sitting on the undock point running 3-4 of them, while still having 4 slots open for other slots or whatever gear you needed.
and to the arguement, 'better off with a smartbomb'...yeah, ones a high slot and ones a mid slot...and do a totally different job.

Assuming you have enough cap left after the bursts to turn on your dampeners
