ECM is useless, only chance based.
And damps are ineffective if you get too close, which also makes them useless.
If you want to safer PvP you need WCS - available in different falvours!

if EVE PvP is sex then at best it's described as Premature Ejac*lat*on, at worst "nonconsentual sex".
