I think the lore goes that the Minmatar ships were mostly designed around the time (just before, during and after) the rebellion from the Amarrians and so focused their resists against the lasers their "evil overlords". The high EM/Thermal resists were caused by the Amarrians use of lasers, not before their original enslavement. This is my signature. There are many like it but this one is mine!

Minmatar adapted to Amarr lasers by building EM/ Therm Buffers and speed tanking Amarr armor brick walls. The next question is, why didn't Amarr evolve thier tech to keep it current after thousands of years of being spanked by minmatar speed and better weapons? The R&D of an Empire and the best the Amarr could come up with was a Redeemer
