What are dog tags for, obviously besides selling them, are they used when inventing?

I know one of them can be used to unlock a secret level on the the lvl4 version of "angel extravaganza" (spelling?)

There are several secret levels in certain missions that can only be reached if you have certain tags. They typically sell for pretty good money, and it's pretty rare when you actually need one, so I've always put up a sell order (buy orders are almost always 10% of the actual value, at best).

Some are used to unlock bonus gates in missions, some unlock gates in deadspace complexes, some are needed for agent offers.

Palladium tags are used to unlock the Level 3 Extravaganzas, Diamonds for the Level 4 Extravaganzas, and I you need Silver for the L3 Massive Attack (no bonus room in the level 4). Thats all I've needed so far.
It may have been changed, but I believe you used to need tags for some high-level agent offers as well.

Certain agent offers require tags as part of the "payment" for the item offered. Amarr agents will offer an Amarr Navy Slicer blueprint (1-run copy) in exchange for loyalty points plus an assortment of Sansha and Blood Raider tags and one from Uleen Bloodsworn (a mission npc) - as an example.
There's a good list of agent offers at www.caver.org which you could trawl if you were interested/ bored enough 
Navies will buy the tags of opposing navy pilots - e.g. Amarr Navy buys Gallente and Minmatar Navy tags
