I'm currently flying a Rifter, but I want to try out an Executioner.
I was wondering if someone could paint me an optimal load out for an Executioner for PvE and one for PvP.
I know the Rifter has more slots to stick stuff in, but I'd like to see if there's an Executioner build that would come close to or surpass my Rifter's passive tank set up.
I'd like to be able to have superior meneuverability.
Any help would be great.

I love the executioner and its Elite variants, they are some of the slickest lookin ships in the game.
That being said there is no executioner setup I can imagine that would be an equal of anything a Rifter could field (assuming equivalent equipment quality and pilot capabilities)

Passive tank? On a frigate? 
Do you mean an MSE + 3x PDU rifter?
Exec has less HP, less slots, less pg and cpu than a rifter. It cannot fit all this in the first place.

executioner is a tier 1 frigate, and a cheap one as well.
That being said, it#s biggest asset is speed.
For PvE:
2* dual light beams
AB, cap recharger
SAR, (anything to help yopu out.. eitehr overdrive for lots more speed, or cap relay, or eanm)
Orbit hostiles at 10 km's, fire away with microwave.. kills most npc frigs in lvl 1 missions fine.
PvP:
2* dual light beams
MWD, scrambler
SAR, Overdrive
Keep range, peck away, hope for the cavalery to arive in time.
You#re a fast tackler... though inty's beat you flat.

Executioners are built for speedtanking. Think of it as a faster Slasher.
PvE setup -
Highs: 2x AC (or pulse if you can spare the cap)
Mids: 1mn AB, cap recharger
Lows: 2x overdrive
Should tank cruisers and BC fairly often. Frigs may still hit it, BS definitely won't hit it.
PvP setup -
Highs: pretty much anything, you can go with arty, ACs or NOS to feed your MWD
Mids: 1mn MWD, 20km scram
lows: 2x overdrive
I use this one pretty regularly. With my skills it gets 3900 m/s easily - 600 more than a Slasher with a similar setup. It's an excellent tackler for gangs, but DPS is almost 0. If you want to go solo, stick with the Rifter.
