Actually he does spawn, just not in the same manner as before. You need to destroy some of the other ships in the room before he spawns.

Got that mission before dt today. I got Tiogo spawned as it should be.

I just finished the mission and had no problems. The NPC spawned in the last wave. Are you sure you're in the final stage?

Yep it was borked. GM just fixed it for me. I even tried the last gate to be sure I was in the last stage (wouldn't let me in because it was the bonus room and I didn't have the tag). I'm 100% sure it was the last room and the objective never spawned. ---

I just had the same problem but in the Level 3 version.
I arrive at the last stage destroyed everything but the general 'Terzam Tazzon' doesn't spawn. I even destroyed most of the structures sitting around in the last stage. |

Hmm did you perhaps destroy one or more of the structures in the room before you had wiped out the NPCs? I noticed a possible glitch, if you destroy a certain structure before you've killed the NPCs, it will cause the boss to not spawn. So to prevent getting into this situation (until it has been fixed on TQ), please refrain from destroying the structures in the room before you have wiped out the npcs.

I don't remember. I might have. Thanks for the heads up. I'll make sure not to pop any structures in the future until the bad guys are gone. ---

I also lost the key to the final room after i jumped through the gate, never had that happen before either

Nope. I killed them all last night, and afterwards emptied the entire bonus stage. He didn't spawn. Its bugged now IMHO (and annoying, with the new wave spawns )
Edit: _IF_ I popped any structure it was the supply depot. And it was the level 3. --

Problem with that might be: As you get quite often jammed vs guristas (or damped vs serpentis) I tend to carry a load of FoF's with me. Those will hit the closest opponent thingy, which in quite some cases is a structure. Could we get rid of this feature by chance ? Worst scenario would be, getting attacked by some low-sec gankers while flying a mission, getting jammed and then your FoF's hit the aforementioned structures. I don't really see a point in this feature.
