IT seems that eve will not save my personal settings, such as overview settings, Background color, game resolution, or anything else. I have tried making sure the cache file is set to read only tried backing up the files, and even re-installing multiple times. Have come to an impass and not sure what to do.

Um.. Setting the cache to read only will make it so that the EVE client cannot write your settings...
Maybe you should set it to full access...
Is your user login in windows 'limited', or does it have full access?

I am new myself, but I have cleared my cache ("cache" folder inside the eve program files) once or twice, and after that I have had to re-do my various settings, as you describe. My understanding is that the "settings" folder in the cache is where your settings are saved, and if the game cannot write in that folder because you have set it to read only, it will not be able to save your settings. This is what the above poster was saying.

Well now the problem is the settings file will not stay to read-only, it reverts back to ready only as soon as i tell it not to.

Have tried renaming cache to temp-cache too.
I am admin of this computer.
  
Why are you doing this? Just make the whole eve installation writeable and save yourself the hassle.

Tried that no go, think it might have something to do with the prefs.ini file in the cache file it continually shows the default setup..
