Here's an idea that's getting some positive feedback in the features forum. There's so little traffic down there that I thought I'd bring it up here and see people kick it around a litle bit.
I think it would be cool to have large roving faction NPC fleets passing through 0.0 space.
They'd: - Spawn in some random 0.0 system. Maybe at a planet - Move to a gate and jump through - Travel a dozen jumps or so - Warp to some other random planet and disapear
In addition to this they'd: - Be very rare. Occuring once or twice a day - Be large (maybe 20 ships or more) - Include a mix of regular, faction, battleships, cruisers, frigs, scrams and haulers - Be very aggressive. More so than typical gate rats - Have enough AI so that they chase off opponents and continue on their journey - Spawn different types. Angels in Sansha space for example - Have the typical bounties and drop the typical loot
The idea is that they'd act as a random roving complex or moveable lvl 4 mission. If you come across one you could choose to avoid it or call in support and take it on.
It would shake things up in 0.0.

I 100% support this idea, that would be excellent. Imagine one of them arriving on an unsuspecting gatecamp!
I think they should have very low or zero bounty though, so they aren't just farmed like everything else. ---

Wouldn't mind seeing this in lowsec Empire space. Skirmishes between the Gallente and the Caldari, or between the Amarr and the Minmatar. Maybe even some minor empire fleets like the Ammatar and Khanid.

I'm all for it too, but as for farming them they could act as an actual fleet and not respawn, so once they're all dead, that's it.
Eve has got lots of realism built in and enormous time given to making everything seem like a living breathing world, even the NPCs. At the moment they are a bit lacking in terms of belt spawning, predictable. Having NPC fleets would help with the overall living aspect of the game, along with helping with backstories of wars between NPC factions.

What you want is a bit of a universe like there is in the X series, of course i realize that implementing such a complex system in a MMO would be nearly impossible but the universe in the X series (While buggy) is quite lively. NPC have actual convoys leaving from X heading to Y and carrying products that X sold and Y buys. There are NPC invasions and factional warfare between them at times.
Just seems to me more NPC liveliness would be very fun to see, i like this idea that is for sure.

This would fit nicely inside factional warefare. Any reason these convoys wouldn't start in the pirate factions home system and head to low-sec or empire? Afterall, these pirate factions already operate in the area, wouldn't it be natural for say Angel Corporation to send a resupply/reinforcement convoy to Heimatar region?

Although from a rp perspective this would make sense, it would make them too easy to farm as you would only have to wait around a few core systems and engage them as soon as they spawned. i do like the idea of them randomly spawning in different systems and visiting asteroid belts, it would ensure that anyone running a mining op would have to keep on their toes, ensuring that there is at least some support ready to warp in and help out. This would add another element of risk to perhaps a *safe* way of making isk and it would also strengthen corps/alliances infrastructure of dealing with unannounced threats.

Couple things:
The original idea about making them random and rare was to keep them from being farmable. I'm totally against the static complexes for exactly this reason. I think that all complexes should have to be probed down or that they be provided by agents.
Static farmable complexes = bad
The other hidden issue is the level of AI that gets attributed to these entities. While there are a lot of great things about Eve, NPC AI is not one of them. Seeing some massive NPC fleet move and attack in a coordinated fashion would be the bomb.
As has been mentioned by someone else, there's a general lack of NPC integration into the game. The belt rats don't make a lot of sense when you stop and think about it. Neither to the gate rats. And they turn into kind of a grind. Once you figure out what kind of damage they do and how to fit for them there's very little surprise of variation.
I'm heartend by the response so far. Maybe there's enough here to get CCP to take a look at it.

Not a bad idea, and I approve of it, IF they can code a decent ai.
Perhaps forget about using an AI. Use a player, where instead of logging into your character, you can log in as an npc, where you're given command of an npc spawn. You pilot one ship and the others act as your drones. Random system selection so you don't know where you'll spawn, and you're not told. No chat, no information to say where you are or where you're jumping, just take your spawn, find someone and engage. If you win, good for you, if you lose, you drop loot. Or you take too long and despawn, respawn across the galaxy and try again.

remove the NPC idea.
give aurora more "funding" and keep those applications flowing in. this will allow Serpentis Admirals to jump down and stomp on people who are abusing Their space, same idea for all of the different factions.
DONT load them up with faction loot, just make sure they are well fit, with well skilled up actors who have histories of pvp actions. these small details make the environment of eve more alive. less history on the page, more current events living and breathing and shooting you in the face.

I like the idea, would be something different to be sure...but perhaps, smaller gang sizes and more of them rather then fewer and larger...but just my opinion.

Aurora does this from time to time with different NPC factions, there was a big whine thread here a month or two ago after some gatecampers in EC got smoked after opening fire on a patrol of Mordu's Legion in faction-fitted CNRs

Hmm, on one level, I hate this idea, on another, I like it.
This concept of dynamic ncps, on the one hand, gets to the very core of what Eve does not do. Many have argued, with good reason, against setting npcs up actively against players. Involve players in intrigue, yes; spark wars and territorial disputes between alliances, yes; engage players in various ways to help bring the world to life, yes. But don't set up player factions against npc factions. The story isn't about a player vs a game, it is about my group of friends building an empire in conflict with your group of friends.
I know, there are missions, but those are by nature devoid of the dynamic quality that drives player interation. And that is as it should be, because it does not detract from the empire-building (we need our ISKies, don't we?)
But on the other hand-- dang it, it does sound like a really good idea even though it strikes a chord of doubt in my soul. I think it would make things a bit more interesting if real players directed the fleets.
Perhaps you could have an option for ISD to spawn these things when they felt like doing something "event-y" but on an impromptu basis. Let them log in, set a bounty level and what kinds of ships to include (how about a fleet of 20 faction frigs?), then have the system plop them down in a system with a destination set, and a series of stops at specific planets or asteroid belts. You can do it mission-like: Pick up something at this system 3 jumps away, take it to another system 20 jumps away, then travel to this other system 5 jumps in another direction and warp to a bookmarked spot before logging off with whatever remains of your fleet. I liked the idea above as treating the npc ships as drones.
Let the game decide the spawn points, the destinations and the faction involved. Give the ISD actor something to transport or escort, a goal to accomplish to be "successful."
Probably this is way too complex of a system to create, but it's a nice fantasy.
