We may RP while watching our character sit on a couch, everything written in chat channel, no lewd emotes, smooching animations and all the kinky stuff found for example in sims games. But we dont need WIS for that. I dont need WIS for that.
Most intense gameplay is PvP gameplay, for headshoots, tactical positioning, killstreaks and earning LP, SP, ISK by grinding meat with granade launchers. Tie actual gameplay with spaceships and lore tied imagery around them for a familiarity, to make them feel like its EVE. That is why Nova is still a thing.
Actual WIS expansion in EVE would be nice, but what to include? What you could add, while maybe tying it to Nova? Maybe something what could be in both games, shared assets, but without the meat grinding. Cassinos and things like pachinko machines, win ISK while playing mindclash? Pleasure hubs? Become a Gallente pole dancer for ISK?
At this point I am thinking they can throw it in the expansion alongside spaceships stuff and nobody would bat an eye. Project discovery? Images classifications? Planet searching? People will do unbelievable things for rewards and gratification.

I've done a fair bit of RP over the years and probably a lot since getting back into EvE.
You actually don't need to be logged in to do EvE RP tbh, and I imagine that is a turn off for a lot of RP'rs when people are searching around looking for a sci-fi hit. May as well go do one of the many online Mass Effect universe RP groups.
Fortunately I prefer EvE for the game play, I get my RP kicks from other sources now days.

The world you're RPing in, and the tools it brings to your RP, are what I believe bring about the levels of immersion you can't find just with pure text RP on it's own. For instance, your character argues with another pilot. You end up challenging each other to a duel. Now why bother actually undocking and having a real duel when you can just RP it?
While it might be a fun creative experience writing an RP space fight, it's not going to get your blood pumping like an actual fight in space, a step closer to reality that this world allows us to take because we can undock and really fight.
The ability to actually do it ingame exists to make your RP 'real', so you do it!
It's the difference between reading an EVE fiction novel, and a true EVE stories novel.
Pretty much the same principle applies in all RP I think, in terms of it's quality. The more use you make of the tools and world available to you the better quality your story is going to be. Anyone can call themselves an 'admiral' or 'king', but it's another thing entirely to go out and actually earn those things within the game. When my characters meet with others ingame I insist on being at the same location, I never RP things that aren't actually happening ingame (at least as close as possible). Granted a lot of RPers don't bother, because it honestly is very inconvenient in a RL sense to have to drop what you're doing ingame and maybe travel and hour to meet this character. But that effort and that act bringing you together ends up making the RP you have so much better, so much more immersive.
The more tools and features we have, the more immersed we can become in the RP.
At least that's how it works for me personally in my head lol.

Of course, yes, but you cant justify all that WIS to CCP because it would be good mainly for RPlayers. I think we could agree to that. Every MMoRPG game I played, RP was noticable, but niche activity. I have seen people achieving their kicks other way usually. By kicking butts left and right and craving for more butts to be kicked. It happened this was all a background for RP of all kinds. If CCP would have to do WIS, then not for RPlayers like us as the main target. CCP could provide background and gameplay appealing to vider audience, and then add some additional tools for RP, more than "/emote". It have a greater chance of success I think.

If you're talking about Avatar game content, there were a lot of different ideas presented to CCP after they requested player input for game content. And I'm not talking about just Dancing / Emoting either.
There were ideas ranging from 1v1 and Team Arena Obstacle Course matches to Stealth Assassination and Suicide 'Bomb Vest' Gank action to Breaking & Entering other players assets hangars. There were even ideas for Station Lock-down and Infiltration due to Sansha Incursion NPC's in which players were trapped inside or infiltrated locked stations, would ransack weapons / medical lockers and work as a team to destroy all NPC's deck by deck to unlock Station Docking Bays. There was even an idea for having a Maze in the lower deck of stations that would continuously reset or 'loop' itself as long as the Avatar went forward and if the Avatar turned around, it would be right back at the entrance point. Now if you had a map bought from a sleaze bag NPC on another deck, you could navigate the maze and contact Black Ops Agents or smuggle and trade Contraband with other players, etc. There was even an idea to use corpses in a secret lab to remove their implants (sorta like the old Hasbro 'Operation' game) and then sell them on the market.
The list of ideas was endless which even included new skills for Avatar game play but for some reason most of the Anti-WiS people could only see Avatar game play content as Dancing / Emoting / Dress Up.

Well mostly, I think. I think the idea of it kinda brings even non-RPers into deeper, more enjoyable immersion too.
I think of it this way; In the space side of the game everyone here wishes it to be as real an experience as possible. The game never stops evolving, we want better graphics, better sound, more realistic effects here or there, all this talk of VR etc etc. We get immersed deeper because of all these things. We don't need them though, in fact some of these things are inconvenient and intensive in a technical sense. We could just be dots running around a map, but we want it to look and feel like the real deal.
You don't have to be an RPer to find extra immersion having to, say, hack a relic site by entering some ruin with your avatar. To get together for fun times with your corpies, taking your drunken group avatar screenshots. You might even be encouraged to do it, with things you can only buy/do/complete by getting out of your ship and walking to some vendor or agent in station.
I think if something like WiS was just dumped on us people would ultimately lap it up in so many ways. I don't think the resistance we read on the forum accurately represents the people who'd turn their back utterly on all these features experiences ingame if they existed. *shrugs* I dunno.
But ultimately you're right. I don't think avatar stuff will eventuate to satiate a niche crowd, it'll creep in naturally over time like natural evolution. As we see more items released, more items again, better computers, better ingame technology, better software, other games all doing their avatar thing. People will have all these lovely avs, tons of items, and nothing to do with them directly. Meanwhile the tech make it happen gets better, cheaper, and we all get better computers too, people end up asking why we can't do simple stuff with these avatars. Even today I think the attitude towards avatar stuff has changed drastically in the eve community since 4 years ago.

Also, on the dev issue, I find it humorous that I see the same people clamouring for new PvE, new CQ content and little things fixes. Now when you are saying they have relatively limited dev team, I remember thinking before fanfest that they had a lot smaller teams. Now I am really thinking they play EVE all the time while in job. You know, "testing" stuff.
